EBS 11i and 12.1 Support Timeline Changes

Two important changes to the Oracle Lifetime Support policies for Oracle E-Business Suite were announced at OpenWorld last week.  These changes affect EBS Releases 11i and 12.1.

The changes are detailed in this My Oracle Support document:

1. Changes for EBS 11i Sustaining Support

The first change is that  we will be providing an exception for the first 13 months of Sustaining Support on Oracle E-Business Suite Release 11.5.10 (11i10), valid from December 1, 2013 – December 31, 2014. This exception support will be comprised of three components:

  1. New fixes for Severity 1 production issues
  2. United States Form 1099 2013 year-end updates
  3. Payroll regulatory updates for the United States, Canada, United Kingdom, and Australia for fiscal years ending in 2014

Customers environments must have the minimum baseline patches (or above) for new Severity 1 production bug fixes as documented here:

2. Changes for EBS 12.1 Extended Support

More time:  Extended Support period for E-Business Suite Release 12.1 has been extended by nineteen months through December, 2018. Customers with an active Oracle Premier Support for Software contract will automatically be entitled to Extended Support for E-Business Suite 12.1.

Fees waived:  Uplift fees are waived for all years of Extended Support (June, 2014 – December. 2018) for customers with an active Oracle Premier Support for Software contract. During this period, customers will receive all of the components of Extended Support at no additional cost other than their fees for Software Update License & Support.

Good to know that key support for 11.5.10 is extended until 31st Dec'2014. Could you please clarify if Oracle will release UK payroll legislative patch in 2014 which will cover for fiscal year Apr'14 to Mar'15.

Steven,

I was aware of the OOW announcement on the Changes for EBS 12.1 Extended Support (e.g., Extended Support from 2014 through 2018), however, until I read your post, I was unaware that the uplift fees are being waived for all years of Extended Support.

Neither the Lifetime Support Policy nor the Error Correction Support Policy documents speak to the fee waiver. Can you comment on this or point me to the "official" documentation on the Extended Support fee waiver?

With respect to 11.5.10 if:

-- Oracle will provide support for Sev 1 issues
but
-- Oracle will not provide security patch updates

Then as a customer it seems like I'll open a Sev 1 SR for any issue where I'm exposed and then wait for a backport.

Is that your expectation as well?

I'm not aware of any additional fees for the "Exception to Sustaining Support" period for EBS 11.5.10. Customers with support plans that provide access to Sustaining Support should have access to the new "Exception to Sustaining Support" features.

Thanks. As far as I am aware Oracle waived the 11i extended support fees through to Nov13. My question was more to understand what support fees customers will have to pay to receive the ESS features. If I am reading your response correctly, customers will have to pay the Sustaining Support fees in order to receive the ESS features? In which case can you please tell me where I can find details of this and what the uplift is compared to the current fees?

I believe Oracle plans to release a 12.2 version of EBS in 2013? If so, and given the support exception / estention for 11.5.10, do you know if Oracle will provide / support a direct path from 11.5.10 to 12.2? Thanks!

Am I reading that customers can now have until Nov 2014 to upgrade from 11.5.10 with Payroll or is the Nov 2013 date still applicable? That is will customers receive patching to complete 2013 and have regulator patching through 2014 for payroll 11.5.10?

Although we expect that there will be a direct upgrade from EBS 11.5.10.2 to 12.2, we strongly recommend that all 11.5.10.2 customers begin their upgrades to 12.1.3 immediately.

I am not clear as to whether the Payroll exceptions will cover year end. The date seems clear - December 31, 2014 is the end of support and patches. Typical year end patches start in September and there are installments usually in December and January. Will Oracle cover Payroll Year End for 2014 (filing deadline for W2s is January 2015) or not?

There will be quite a difference planning an upgrade if year end is not included vs. included. We have asked several sources about this, logged SR's with support and simply cannot get a good answer to this. any help or clarity you can lend will be appreciated.

In response to your question on 11i extended support fees, as long as you are current on their Software Update License & Support fees and renewals, your release version will automatically receive the Severity 1 Production Support Exception to Sustaining Support for 11.5.10. Information concerning Technical Support Fees is available in our Software Technical Support Policies document(Oracle.com > Support > Technical Support Policies).

Extended Support ordinarily is available for an additional fee on top of the regular Support licencing. Those additional fees are now waived for EBS 12.1.

Steven, quick question...

For Database 10gR2, extended support ends on July 2013.

Now for 11i EBS Oracle has extended the support till Nov 2014.

So customers who are running EBS 11i on 10gR2, do they have to go to 11gR2 to stay supported (under free extended support) till Nov 2014?

E-Business Suite support timelines do NOT override the database support timelines. EBS 11i customers must upgrade to 11gR2 like generic database customers.

Our current EBS 11.5.10 environment is integrated to Oracle OSSO which is slated to go off support 12/31/2012. With the extension of EBS 11.5.10 support, will OSSO be supported if there is a priority 1 outage that requires a fix from Oracle?

All EBS 11i features and products are eligible for updates to the end of November 2013. From December 2013 to December 2014, only patches for Severity 1 issues and regulatory updates will be released.

I have similiar question to Shane above. We are in the process of upgrading to R12 and working our upgrade around many other projects. Will the Sustaining Support Exception handle year-end payroll in January? Will it allow the process of running payroll for 2014, be capable of processing and writing W-2's and printing 1099's? It was my understanding that we needed to upgrade to R12 prior to first payroll of January 2014 as there are parts of payroll no longer supported. Or will this provide additional time to upgrade to R12 and run as 11.5.10 does today as long as patches and updates are current?

I'm not a payroll specialist, so the most that I know is stated in the article above, namely, that the following are provided:

"- United States Form 1099 2013 year-end updates
- Payroll regulatory updates for the United States, Canada, United Kingdom, and Australia for fiscal years ending in 2014"

If you need authoritative information, I'd recommend logging a Service Request against the Payroll product so that one of those specialists can help you with this question.

Thank you Steven. It sounds like Oracle 11.5.10 will be able to survive through 2013 and 2014 as long as the Vertex updates are available. By year-end 2014, customers will be able to process year end filings for 2014 and W-2's. Customers will should have upgrade complete to R12 as it needs to be in place for 1099's to process in 2015.

I understand that 11i ESS covers UK, but it does it cover Ireland (ROI) too ? And if we do not upgrade to R12 before Nov'13, what is the possible impact on our Oracle Payroll systems in 2014. Are we still going to get the Irish legislative updates ?

Just a final question, if any company is not going for the upgrade even after they are not legislatively supported, can Oracle provide a special legislative patch on 11.5.10 post Nov-2013 at an extra cost. I mean is it possible to get the legislative patches even after Nov-2013 at extra cost from Oracle.

Steve,

Do you think there is any chance they will extend the 11i payroll regulatory patches past 2014? We would like to explore upgrading from 11i directly to 12.2.2 but can't swing it if we are forced to be done by the end of 2014. (maybe there is a 3rd party that will provide the patches??)

I figured since Oracle took 2+ years to get 12.2.X GA they would extend their 11i customer's a break.

Any help or direction would be greatly appreciated.
