The DSTv39 and DSTv40 timezone upgrades are now certified and available with Oracle E-Business Suite (EBS) Release 12.2.

DST patches are cumulative, and therefore include all previous Oracle DST updates.

How Does Oracle E-Business Suite Work Across Time Zones?

Periodically, a country or region changes its DST rules or timezone definitions. In addition, and more frequently, it may switch to or from Daylight Saving Time or Summer Time.

If your Oracle E-Business Suite environment is configured to support doing business across multiple time zones, you need to keep your timezone definition files up-to-date by applying patches as outline in this article. This will ensure that the times when transactions take place are recorded correctly, and thereby meet applicable business and legal requirements.

Is My Oracle E-Business Suite Environment Affected?

When a country or region changes its timezone definitions or DST rules, your Oracle E-Business Suite environment will require patching if either of the following is true:

  • Your EBS environment is located in the affected country or region.
  • Your EBS environment is located outside the affected country or region, but you conduct business or have customers or suppliers there.

What’s New?

The following are major additions or changes in the DSTv40 time zone definitions:

  • Palestine now springs forward and falls back at 02:00 on the first Saturday on or after March 24 and October 24, respectively.
  • Jordan and Syria are abandoning the DST regime and are changing to permanent +03, so they will not fall back from +03 to +02 on 2022-10-28.

The following are major additions or changes in the DSTv39 time zone definitions:

  • Chile’s DST is delayed by a week in September 2022.
  • Iran no longer observes DST after 2022.
  • Rename Europe/Kiev to Europe/Kyiv.
  • New zic -R option.
  • Vanguard form now uses %z.
  • Finish moving duplicate-since-1970 zones to ‘backzone’.
  • New build option PACKRATLIST.
  • New tailored_tarballs target, replacing rearguard_tarballs.
  • Workaround awk bug in FreeBSD, macOS, etc.
  • Improve tzselect on intercontinental Zones.

Note: Prior to DSTv39, the previous timezone upgrade certified with EBS was DSTv38.

Note: As of DSTv38, for ease of access the relevant tables in this MOS document list the latest EBS-certified patches at the top rather than the bottom.

What if Fail to Apply the Patches?

If your environment is affected as determined in Section 2 of MOS Note 563019.1, and you do not apply the relevant patches listed in Section 3, your EBS environment will not adhere to the new DST or Time Zone rules and transaction times may not be recorded correctly.
