DSTv22 is now available and certified with Oracle E-Business Suite Release 12.0 and 12.1. The DSTv22 update includes the timezone information from the IANA tzdata 2014c and is cumulative: it includes all previous Oracle DST updates.
This update also includes new DST timezone definitions for Egypt for May and August 2014.
