You can purchase a support plan for your licensed products to obtain Premier Support. There is an additional fee for Extended Support.
Extended Support for Database 11.2 runs to December 31, 2020. The Extended Support fee for Oracle Database 11gR2 11.2 has been waived to December 31, 2018. See:

Whenever oracle waives fee for Extended support, do the customer need to explicitly request for Extended support or it is implicit.
We are planning to upgrade 11.2 this year because of premier support expiration.
Since the extended support fee is waived can we delay it upto next year and run the system as it is, without requesting any renewal for any support.

I don't have much visibility into how these waivers work in practice (i.e. how this is recorded against your Customer Support ID). You might wish to ask your Oracle account manager or log a Service Request to get clarification on that.
