Premier Support for Database 12.1 runs to July 31, 2018. Extended Support for Database 12.1 runs to July 31, 2021. The Extended Support fee for Oracle Database 12c 12.1 has been waived to July 31, 2019. See:

We find ourselves in a very difficult situation. The fee waver expiration has pretty big impact; to avoid fee increase for the support in July 2019, we need to upgrade our RDBMs, but the current version 18c is NOT certified by Oracle (for EBS customers), and the next version of RDBMS (19c) is NOT even available yet. I am pretty sure we are not alone in this situation. Can you please provide guidance/advice what we should be doing? Fee waiver is expiring in a few months.

The certification of the next database release for EBS 12.1 and 12.2 is our top priority. This certification is more complex than some prior certifications due to changes in support of certain database features, but we are working closely with the database group to resolve open issues.
At this point, we anticipate that the next version we certify will be Database 19c. Database 19 is the "Long Term Support" release of the Database 12.2 line, in the same way that 11.2.0.4 was the Long Term Support patchset on the 11.2 lines. Database versions 12.2 and 18 will have relatively shorter support lives compared to 19.
