The Critical Patch Update (CPU) for October 2017 was released on October 17, 2017. Oracle strongly recommends applying the patches as soon as possible.

What is the best way to learn more about what the CPU specific to EBS does. I am concerned about potential changes in EBS application functionality and internal configuration (profile options, privs, responsibilities). The technical CPUs seem pretty "safe" to apply without extensive Application functionality testing, but I am less comfortable with the EBS CPU... Any thoughts?

The documentation published for each of the respective CPU releases contains all of the information available.
We test each CPU with EBS 12.1 and 12.2 extensively. All CPUs are as minimally-invasive as possible, to reduce impact on a production environment. As always, you should test patches prior to application, but we generally find CPUs to be quite benign.
