The Critical Patch Update (CPU) for April 2016 was released on April 19, 2016. Oracle strongly recommends applying the patches as soon as possible.
The Critical Patch Update Advisory is the starting point for relevant information. It includes a list of products affected, pointers to obtain the patches, a summary of the security vulnerabilities, and links to other important documents.
Supported products that are not listed in the "Supported Products and Components Affected" Section of the advisory do not require new patches to be applied.
Also, it is essential to review the Critical Patch Update supporting documentation referenced in the Advisory before applying patches, as this is where you can find important pertinent information.

The Database group (at least the upgrade team) has indicated that BPs are the preferred patches going forward since they will contain optimizer fixes. What is the recommendation as far as using Database Proactive Bundle Patches instead of PSUs with 12.1.0.2?

EBS customers can choose to apply Patch Set Updates or Bundle Patches (aka "Proactive Bundle Patches").
More-conservative EBS customers may choose to use Patch Set Updates since they do not include optimizer changes.
EBS customers interested in the fixes included in the Bundle Patches may choose to apply those, with the understanding that anything that changes the optimizer may require additional testing with the customer's own database. This is particularly true for customers with large databases and customizations that may be sensitive to performance characteristics.

Do you know when PR-5982 and PR-6004 will be available? We are in the process of upgrading to Oracle EBS 12.2.5 and have been waiting for these patches to be able to continue. Our maintenance window is closing soon and we will be forced to abandon the upgrade. Our SR is not getting any attention from Oracle Support.

If your Service Request is stuck for some reason, I would recommend calling Oracle Support and asking to speak to the Duty Manager. He or she can escalate your SR for you.

PR-5982 and PR-6004 are conflict patches identified by the "Analyze with OPatch" tool on Metalink.
We did call the Duty Manager last week.
