The DST v47 timezone updates are now certified and available with Oracle E-Business Suite (EBS) Release 12.2.

Daylight Saving Time (DST) patches are cumulative, and therefore include all previous Oracle DST updates.

How Does EBS Work Across Time Zones?

Periodically, many countries or regions change their  DST rules or timezone definitions. In addition, and more frequently, they may switch to or from Daylight Saving Time or Summer Time.

If your EBS environment is configured to support doing business across multiple time zones, you need to keep your timezone definition files up-to-date by applying patches as outlined in this article. This will ensure that the times when transactions take place are recorded correctly, and thereby meet applicable business and legal requirements.

How Can I Determine if my EBS Environment Needs DST Patches?

When a country or region changes its timezone definitions or DST rules, your Oracle E-Business Suite environment will require patching if either of the following is true:

  • Your EBS environment is located in the affected country or region.
  • Your EBS environment is located outside the affected country or region, but you conduct business or have customers or suppliers there.

What’s New with this Update?

The following are major additions or changes in the DST v47 time zone definitions:

  • The releases introduce permanent-offset changes for the Northwest Territories and Manitoba.
    • TZDATA2026d – Northwest Territories (America/Inuvik)
Effective 2026-11-01 at 02:00 local time: move to permanent UTC−06, using the abbreviation CST. There will be no fall-back transition after the final spring-forward in 2026. The rest of the territory uses America/Edmonton; Alberta’s equivalent change was included in TZDATA2026c.
    • TZDATA2026e – Manitoba (America/Winnipeg, Canada/Central)
Manitoba’s 2026-03-08 spring-forward was its last foreseeable clock change. Effective 2026-11-01 at 02:00 local time, move to permanent UTC−05, using the abbreviation EST. The Canada/Central backward-compatibility link is updated as well. IANA notes that another release may be needed if parts of northwestern Ontario do not follow Manitoba’s change.

Prior to v47, the previous time zone upgrade certified with EBS was v46.

How Can I Identify and Apply the DST Patches I Need?

The following My Oracle Support article describes how to identify the various components in your EBS environment that may require DST patches, and provides full instructions on applying the patches:

Note: This new note replaces PNEWS2872

What if I Do not Apply the DST Patches?

If your environment is affected as determined in Section 2 of MOS Article KA1761, and you do not apply the relevant patches listed in Section 3, your EBS environment will not be compliant with the new DST or Time Zone rules and transaction times may not be recorded correctly.
