Oracle signed a memorandum of understanding (MOU) and Oracle University’s Skills Development Initiative (SDI) agreement with the Zamfara State Government of Nigeria on April 29, 2025, to forge a strategic partnership aimed at driving digital skills development across the state. The Governor of the State, Governor Dauda Lawal, led the delegation from Zamfara State in the signing of the MOU, held at Oracle London office. Siobhan Wilson, Oracle UK Country Leader, and Senior Vice President, EMEA; William McCabe, Oracle Academy Vice President; and other top executives from Oracle were present.

Facilitated through the Zamfara Information Technology Development Agency (ZITDA), the collaboration will use the expertise and learning services of both Oracle Academy and Oracle University in the state’s digital transformation efforts.

ZITDA is the official Zamfara State government body that develops and regulates innovation technology and digital economy development in the State. The core mandate of ZITDA is to promote innovation, technology, and digital economy development through strategic investments in digital and communication infrastructure, e-governance implementation, and digital skills/literacy.

This MoU with Oracle brings together the curriculum to career learning resources of Oracle Academy to all higher education institutions in Zamfara, alongside Oracle University providing complementary professional digital learning journeys and certifications accessible from a dedicated learning portal, for in-demand job roles such as Cloud Architects, DevOps, Data Scientists, Developers, Security Specialists, and more.

The objective is to help students and other citizens of Zamfara State within the framework of the initiatives of ZITDA form part of several digital capacity-building projects for youth to develop technology skills applicable across various fields, as well as emerging digital technologies.

Governor Lawal said, “I sincerely thank Oracle for standing with us — believing in the power of partnership, purpose, and shared dreams. Today, we are not just signing a document; we are making a promise: A promise that every child in Zamfara will have a fair chance to dream, to learn, and to succeed. A promise that technology will be our bridge to a stronger, more inclusive economy. And a promise that Zamfara will not merely participate in the digital revolution — we will lead it.”
