A significant part of my job focuses on talking with customers as they think about modernizing their permitting and licensing application. The conversation will often get to a point where the customer will say “I like everything we’ve talked about, but I’m having a difficult time justifying this investment within my organization”. That is a common dilemma and is one I understand quite well from working in government at the start of my career. To help customers overcome this, I provide them with two sets of considerations to think through as a first step towards building a business case for modernization.
- Quantitative Considerations
The following is a list of quantitative considerations to consider:
- Take inventory of the technologies you are using today, and determine which ones you will still need with a modern cloud application.
- Compare the costs of the technologies you use today with the cost of a modern cloud application, such as software licensing, support, and enhancements.
- Consider the shift of migrating to the cloud, which offers relatively lower IT infrastructure costs and reduces the risk of system outages.
- Assess how agency staff will support your new system. Cloud applications often place less demand on IT staff to administer and support them.
- Since permitting and licensing is a revenue-generator, seize the opportunity of modernizing to optimize fees to be more accurate and up-to-date.
- Qualitative Considerations
Although not as tangible as quantitative considerations, there are a number of qualitative considerations to consider when investing in a modern permitting and licensing application:
- Digital citizen experiences and a remote workforce are essential in today’s environment.
- Consider the impacts of technology being unable to meet the needs of your staff and your constituents.
- Enabling productivity in the field drives staff performance and meets customer expectations for modern government.
- With many government organizations facing an aging workforce, modern technologies can prevent the loss of institutional knowledge and reduce the time of making new staff fully productive.
