This Spring, the Oracle Permitting and Licensing team sponsored several industry conferences across the country. Whether talking to building officials, permit technicians, inspectors, plan examiners, planners, code officers or other industry professionals, there were consistent themes we heard that summarize the state of the regulatory software market.
Growing Interest in AI
The era of Artificial Intelligence is here, and in many ways, it is already affecting our lives whether we know it or not. Not surprisingly, AI is a hot topic in the software industry and regulatory software is no exception. At every conference, there were at least a few start-up companies offering a niche product that leverages AI to solve a very specific challenge. While it’s easy to get excited by this, there are broader considerations to think through:
- Will that product grow to solve other challenges, and if so, how long will it take?
- Does the startup company own the technology they are selling?
- What happens when that startup gets bought by another company (which all of them eventually want to happen)?
- Will your IT team allow you to buy one-off products that require its own contract, integration with other systems, maintenance, etc.
Oracle is a regulatory software company that is delivering AI built into our solution. We have released a handful of AI-enabled features with several more planned over the next 12 months. Those features are developed using Oracle AI, are included in the cost of your software subscription, and do not require additional integrations or setups to start using them.

Ability to Continually Deliver
A theme we continually hear is how legacy software vendors lack the vision and follow-through on improving their software over time. With the government having to “do more, do it better, and do it with less”, they need technology that will evolve and continually improve over time.
With cloud technology, the runway for delivering improvements is greatly shortened. For all of Oracle’s cloud applications, we deliver major product updates every three months. For OPAL specifically, each product update contains 20-30 new features that deliver valuable capabilities to our customers. Those updates are included in the cost of your software subscription, making sure customers are getting more value out of their partnership with Oracle in timelines that we want to measure not in years but in decades.
