The US and Canadian End of Year 2019 Phase 1 Statutory Update patches have been released!

Note that these patches require the post install steps of running the data installer and hrglobal .drv. Further note: The End of Year 2019 Phase 1 patch includes the Vertex Quantum Program Update 4.3.2 which is a mandatory upgrade for US and Canadian Payroll customers.

US and Canada End of Year 2019 Phase 1 Highlights

US Highlights:

* Seeded templates provided for the 2019 Employee W-2, Employee W-2c & Employer W-2 to be filed with the state PDF reports

* Employee W-2 and W-2c Instructions updated for 2019

* Updates to Federal W-2 & W-2c Magnetic Media reports for 2019

* Updates to Employee W-2 for reporting Massachusetts Paid Family and Medical Leave Employee Contributions in Box 14

* Update to Employee W-2 for reporting Oregon Statewide Transit Tax in Box 14 (label updated)

* State W-2c Magnetic Media report available for the state of Illinois

* Seeded template and updated instructions provided for the 2019 1099-R PDF report

* Ability to limit number of prior year 1099-R information returns available to employees/retirees via self-service

Important Note:

Please note that the End of Year 2019 Phase 1 patch includes the Q3 2019 Statutory Update so the Q3 2019 patch does not need to be applied separately. The Q3 2019 Statutory Update patch was previously released in late September. Please refer to the Q3 2019 Statutory Update readme available on My Oracle Support (for your applicable release) for complete details. Further, the End of Year 2019 Phase 1 patch includes the Annual 2019 Geocode Update. This was previously released as a one off patch at the beginning of August. If you installed the one off patch and ran the Geocode Upgrade Manager before applying End of Year Phase 1, then you do not need to perform this step again. Please refer to the 2019 Annual Geocode Readme available on My Oracle Support (for your applicable release) for complete details.

Support of Employee W-2’s & 1099-R’s:

For Year End 2019, we will only support the PDF version of the following reports which print on blank forms.

  • Employee W2 PDF
  • 1099R Information Return – PDF
  • Employer W-2 to be filed with the state (PDF)

Upcoming Federal W-4 Changes Effective January 1, 2020 for US Payroll Customers

Please be aware that both Oracle and Vertex are working on the necessary updates to comply with the 2020 Federal W-4 – “Employee’s Withholding Certificate”. Vertex is planning to release Quantum Program Update 4.3.3 containing the necessary changes along with their November Monthly Update. Oracle Development is targeting early December for releasing a one off patch containing the necessary Oracle changes along with the Vertex Quantum Program Update 4.3.3. These changes will also be included in the End of Year 2019 Phase 2 patch targeted for release mid-December.

Important Information for Year End 2019

  • R12.1 HRMS RUP12 (Patch 28669292) is the mandatory prerequisite for End of Year 2019 for R12.1 customers.
  • R12.2 HRMS RUP13 (Patch 28862999) is the mandatory prerequisite for End of Year 2019 for R12.2 customers.
