This blog post is the first in our Oracle Defense Ecosystem member spotlight series.
For defense organizations around the globe, mission advantage is no longer defined by how much data is collected, but by how quickly mission owners can turn data into trusted intelligence, especially at the edge in contested environments. Across land, maritime, air, cyber, and space domains, forces must be able to operate in data-denied, degraded, intermittent, and limited (DDIL) environments.
However, for defense mission owners around the globe, turning distributed, sensitive, operational data into reliable intelligence at speed remains a defining challenge. Factoring in data collection, processing, and exploitation from sources across multiple domains presents an even greater complexity. Mission success depends on deploying AI and machine learning capabilities at the tactical edge, supporting operational continuity, and empowering mission owners to act decisively, no matter the conditions. As today’s adversaries become more sophisticated, the ability to analyze data locally, synchronize across the battlespace, and act on intelligence in real time is what sets leading defense forces apart.
In this blog post, we’ll focus on Whitespace, the UK’s sovereign AI company for defence and national security and Oracle Defense Ecosystem member, and how they’re leveraging Oracle Cloud Infrastructure (OCI) to support the UK’s defence and national security initiatives.
Whitespace builds mission-ready AI capabilities through its sovereign operating system, Collective, designed for classified, disconnected, and high-assurance defense environments where sensitive data is processed locally and remains sovereign, secure, and auditable. Whitespace has partnered with Oracle to make these capabilities deployable across Oracle’s distributed cloud offerings, including Oracle Compute Cloud@Customer Isolated, Exadata Cloud@Customer, and Oracle Roving Edge Infrastructure.
The Oracle Defense Ecosystem and Whitespace: delivering real-world results
Whitespace is among the inaugural cohort of defense startup companies selected to join the Oracle Defense Ecosystem, a global initiative intended to disrupt the defense market and empower smaller defense technology companies to accelerate growth and scale their impact.
Since its launch in June 2025, the Oracle Defense Ecosystem has made a significant impact on its members. Within weeks of joining the program, Whitespace deployed Saga, its operational learning capability, on Oracle Roving Edge Devices to support classified workloads with the UK Royal Navy. This deployment formed part of Operation HIGHMAST, an eight-month global UK Ministry of Defence mission operating across multiple theaters from the Mediterranean to the Indo-Pacific.
Deploying Saga on Oracle Roving Edge Devices enabled commanders to operate continuously in DDIL environments and securely analyze classified data at pace, supporting operational learning and informed decision-making without reliance on persistent connectivity.
Oracle and Whitespace are transforming data into mission advantage
During military deployments, critical operational knowledge is often difficult to capture, fragmented across reports, or locked in hard-to-access systems. Teams can struggle to search, share, and learn from prior experience, meaning lessons are frequently delayed or confined to their originating units.
Saga is an operational learning capability designed to capture, structure, and reuse operational experience in these environments. Built in alignment with NATO’s Observations, Discussions, Conclusions, and Recommendations (ODCR) framework, Saga supports the consistent capture of lessons identified and their progression into lessons learned, enabling learning to be shared across units and allied forces.
When deployed on Oracle Roving Edge Devices, the Collective operating system enables Saga to operate consistently across cloud, edge, and fully air-gapped environments on OCI. Organizations such as the Royal Navy can run AI-enabled learning workflows in challenging communications environments without compromising the security, sovereignty, or auditability of sensitive data capabilities.

A ruggedized GPU-enabled server that brings the cloud directly to the field, Oracle Roving Edge Device’s resilient architecture helps empower defense teams to maintain mission advantage and operate continuously, even in austere, remote environments. Because Oracle Roving Edge Device doesn’t require a connection to the internet or external networks, Saga processes and analyzes data locally, turning field data into real-time, actionable insights while maintaining sovereignty, security, and auditability capabilities. If Oracle Roving Edge Device is connected, data and insights securely sync back to OCI for deeper analysis, model training, distribution of insights, and audit.

Oracle Roving Edge and Whitespace Saga: offering results beyond the battlefield
Outside of defense organizations, Oracle Roving Edge Infrastructure, combined with Saga, can support high-performing organizations operating in sensitive, restricted, or disconnected environments where the capture, management, and exploitation of institutional knowledge must be tailored to specific operational use cases:
- Specialist law enforcement and public safety teams can use localized, sovereign AI capabilities to capture and apply operational knowledge on site, supporting situational awareness and decision-making during complex or contested operations.
- Government agencies and public sector teams can securely capture, manage, and analyze sensitive institutional knowledge on site with enabled operational continuity and governance without reliance on external connectivity.
- High-assurance sectors, such as healthcare or critical infrastructure, can deploy on-site AI to manage and search structured information, generating outputs trained exclusively on their own data to support regulated, mission-critical workflows.
The future of sovereign AI
The collaboration between Whitespace and Oracle demonstrates what’s possible when sovereign AI is combined with a globally trusted cloud hyperscaler. For defense and national security organizations, this means:
- Sovereign AI is available now, validated through real missions like Operation HIGHMAST
- Oracle Roving Edge Devices provide a trusted foundation enabling secure, scalable AI across environments for operational continuity
- Sovereign AI solutions like Saga are equipped to support mission success from headquarters to harsh field environments
By offering technology solutions that meet the demanding needs of defense and national security organizations, both Oracle and Whitespace seek to empower mission owners to make smarter, data- driven decisions securely and at scale. Together, Whitespace and Oracle prove that trusted, sovereign AI can help deliver real world results at the tactical edge where it’s needed most.
