Oracle Academy and Oracle University to collaborate with the Government of Morocco on bringing technology education tools to higher education institutions

In Rabat, Morocco, on 27 November, 2023, Oracle signed a Memorandum of Understanding (MOU) with the Ministry of Higher Education, Scientific Research and Innovation, and the Ministry of Digital Transition and Administrative Reform.  The MoU brings together the classroom to career learning resources and curriculum of Oracle Academy to all higher education institutions in Morocco, alongside Oracle University providing complementary professional digital learning journeys and certifications accessible from a dedicated Learning Portal.

The objective is to help students and other citizens of Morocco develop technology skills applicable across various fields as well as emerging digital technologies.

Mr. Abdellatif Miraoui, Minister of Higher Education and Scientific Research, and Ghita Mezzour, the Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, signed the agreement alongside the Director General, North Africa, for Oracle, El Houssine Oucouc.

This MOU is part of the implementation of the National Plan for Accelerating the Transformation of the Higher Education, Scientific Research and Innovation Ecosystem to 2030 (PACTE ESRI 2030), notably in its section concerning the creation and deployment of "Code 212" Centers within Moroccan universities. The collaboration is in line with the vision of the Ministry of Digital Transition and Administrative Reform, which seeks to increase the number of professionals skilled in digital technologies. The initiative supports Morocco’s commitment to becoming a key producer of digital solutions, addressing the needs of both national and international investors.

The Minister, Mr. Miraoui, emphasized that this initiative is a catalyst for innovation, creativity, and training in the high-tech sector, and aims to stimulate talent and enable students to acquire a solid grounding in the professions of the future that Morocco needs. He also noted that this program reflects the shared vision of an advanced education of excellence, emphasizing practical skills and professional relevance.

Mr. Oucouc said, “I'd like to thank Minister Mezzour and Minister Miraoui and their teams for the vision of advancing Morocco’s IT talent pool and providing the tools and processes to acquire skills in diverse technologies. We are honoured to be part of this journey. The collaboration of Oracle Academy, with the university base, to provide key technology curriculum, and Oracle University to provide Oracle training towards and certification programs, will enable participants to gain in-depth knowledge in areas like cloud, databases, application development, enterprise resource planning, and machine learning. Many thanks to the Oracle team for providing the needed guidance, counsel, and support along the way.”
