Oracle and the Ministry of Digital Transformation (MDT) of North Macedonia have signed a collaboration agreement to help expand digital learning opportunities and support the country’s national digital transformation priorities under ICT Development Strategy: SMART/MK 2030.
SMART/MK 2030 sets a vision for a smart, digital, connected, and innovative North Macedonia, built on four pillars: ICT infrastructure and connectivity; digital competences and inclusiveness; e‑governance and electronic services; and businesses, innovation, artificial intelligence, and new technologies.
The strategy’s priorities are aligned with the European framework of the Digital Decade 2030, and implementation will be carried out through an Action Plan with concrete measures, timelines, and responsible institutions. SMART/MK 2030 is a shared vision and commitment to building a digital, open, and competitive North Macedonia, ready for the challenges and opportunities of the new century.
The collaboration brings together Oracle’s two education organizations—Oracle Academy and Oracle University—to support a lifelong learning journey “from classrooms to careers,” helping educators, their students, and citizens build in-demand skills for the new world of work.

Oracle Academy, Oracle’s philanthropic education program, will be introduced to higher education academic institutions and educators with support of academic curriculum, software, cloud, and other hands-on learning resources, and encourage pathways toward professional certification.
In parallel, Oracle will deliver the Oracle University Skills Development Initiative (SDI) through a free co‑branded learning portal hosted on Oracle MyLearn, providing a selection of curated digital learning paths and foundational certifications made available free of charge to eligible learners in North Macedonia. Learning topics include in-demand areas such as cloud, AI, and security, supporting upskilling and reskilling from beginner to advanced levels.
The initiative is designed to strengthen employability and help build meaningful technology skills that support rewarding careers across industries, contributing to national priorities around inclusion, competitiveness, and digital transformation.
