You must always check the Database Licensing Information User Manual for details on how features are licensed for the Oracle Database, but I want to bring to your attention a change to automomatic SQL plan management in Oracle Database 19c.
Firstly, you will see in the Oracle Database 23c licensing manual that automatic SQL plan management is available in Enterprise Edition for all available releases.
The good news is we have backported this change to Oracle Database 19c RU 19.22 (look in the manageability section). Now you can try out this feature for yourself in Oracle Database 19c (from RU 19.22), even if you are not on Exadata or using the Oracle Autonomous Database.
If and when we backport this change to any other RUs, I’ll update this post.
