About Puerto Rico’s Office of Management and Budget (PROMB) and the challenges
Founded in 1980 under Law No. 147, Puerto Rico’s Office of Management and Budget (PROMB) represents a new era in budgetary and managerial activities. Its main aim is to enhance public policy formulation and administration, focusing on fiscal and programmatic policy, and financial management.
PROMB faced the challenge of updating their budgeting system, which was outdated and lacked the necessary flexibility and detail for managing funds across over 118 agencies. The existing system failed to support detailed documentation for fund allocation, essential in government operations. Amidst an electoral year and the COVID-19 pandemic, PROMB transitioned to Oracle’s EPM platform. This change was crucial, as it had to be completed before the year’s end, coinciding with a political shift. The successful implementation of Oracle’s EPM significantly improved fiscal management and transparency, now with more than 1,000 active users.
Why Oracle?
PROMB chose Oracle for advanced, flexible budgeting, enhancing transparency and efficiency in government operations.
PROMB chose Oracle’s EPM platform for its unparalleled capability to manage complex budgeting across 118 entities, 780 funds, and 500 programs. Oracle stood out due to its robust and scalable features, accommodating over 1,000 users with ease. The platform’s ability to provide detailed, real-time data and analytics was crucial for managing extensive government operations. Oracle’s reputation for reliability and advanced technology offered the needed assurance for a project of this magnitude, ensuring a seamless transition and operational excellence.
The results
Oracle’s EPM platform enabled PROMB to enhance budget transparency and efficiency across 118 entities, benefiting over 1,000 users.
The successful implementation of Oracle Planning by Fusionworks for PROMB resulted in significant business benefits across various dimensions.
Quantitatively, the solution achieved remarkable milestones such as configuring data for over 100,000 employees from diverse agencies. With more than ten forms and reports, manual data entry and analysis became efficient, while demographic information and Head Count calculations considered program and fund assignments were accurately configured.
The system’s efficiency improved through the parameterization of previously opened fields, and a thorough data cleaning process corrected errors and duplications. Approval workflows, security structures, and over ten analytical dashboards and reports were established for streamlined decision-making.
“Oracle’s technology has been instrumental in our mission to lead Puerto Rico into a technologically advanced future. This project reflects our dedication and commitment to enhancing every process we oversee for a better Puerto Rico.” – Juan Carlos Blanco, PROMB Director.
In revenue management, integration with Puerto Rico Department of Treasury, data conversion, and approval workflows enhanced accuracy and security. Dashboards and reports facilitated a comprehensive view of income accounts from over twenty non-PRIFAS or hybrid agencies. For agencies without direct Puerto Rico Department of Treasury integration, simplified forms allowed manual data entry.
Budget adjustments were seamlessly integrated with the PEP system, ensuring accurate data conversion and security. Dashboards and reports aided in comprehending and tracking adjusted budgets, with detailed transaction visibility from PEP. Integration with budget requests enhanced overall efficiency. For projections, the system’s integration with Puerto Rico Department of Treasury, conversion of data, approval workflows, and security measures ensured reliable projections management. Dashboards and reports provided detailed analysis, contributing to a better understanding of projections.
The qualitative benefits encompass improved collaboration through streamlined approval workflows, enhanced decision-making with visual dashboards, and increased user satisfaction. The comprehensive training and manuals ensured the correct adoption of the system, empowering users across agencies.
