New EBS Performance Tuning MOS Note

We're pleased to announce publication of a strategically important new note for both Oracle Cloud Infrastructure and on-premises customers. Aimed at helping you get the best performance from your environment, it has been given a logical structure into which you can dip according to your questions or needs.
