If you are using Exadata Database Service, you may have available compute and storage resources that are not consumed by production databases. Since you already paid for the infrastructure as part of your subscription, deploying environments for development requires no additional infrastructure cost. All Exadata features and most Oracle Database options are supported, allowing you to develop on the same Exadata platform and Oracle Database stack you use for production. Deploy Base Database Service for Developers in OCI on Ampere A1 shapes and pay only for the compute and storage infrastructure with zero cost Oracle Database licenses. And as with Exadata Database Service, you can develop your applications using most Enterprise Edition features and options.

To deploy Exadata Database Service for Developers, select the Developer VM Cluster Type during deployment. A Developer VM Cluster will not incur any license costs and will treat all databases running in that VM Cluster as developer databases. Similarly, with Base Database Service for Developers select Enterprise Edition – Developer during deployment to only be billed for compute and storage with a zero cost Oracle Database license.

These zero cost Oracle Database licenses are intended for development and testing only and are subject to limitations that prevent running production workloads. Limits are placed on the number of threads, the amount of memory, the size of the database, and the number of sessions. Most Oracle Database Enterprise Edition features and options including Enterprise Manager Packs, Multitenant, and Advanced Security are included to enhance your developer operations.
