Oracle has a depth of partnerships to help enable the US national security ecosystem to develop native applications, migrate legacy applications, and predictably run mission-critical workloads more easily on Oracle Cloud Infrastructure (OCI). We’re pleased to announce that Oracle has partnered with Sequoia Holdings to offer the Combine classified cloud environment emulation platform on OCI.
ONSRs
Sequoia Combine provides an unclassified Oracle cloud environment that emulates the air-gapped environment of US Oracle National Security Regions (ONSRs). ONSRs are the OCI solution for customers who need a proven cloud platform for classified, mission-critical workloads that provides high performance and enhanced security at a competitive price. Meeting the highest level of US government classification standards, ONSRs are designed for the US Department of Defense (DOD) and Intelligence Community (IC). ONSR environments support and accelerate delivery of national security workloads at the Secret and Top-Secret levels.
Completely isolated from the internet, these air-gapped regions securely provide infrastructure-, platform-, and software-as-a-service (IaaS, PaaS, SaaS) and marketplace services, enabling mission owners to secure classified data, remove data silos, and innovate. Independent software vendors, system integrators, and US government entities can use the Combine platform to test and validate software solutions deployed to an ONSR.
Combine verifies that software solutions don’t depend on internet connectivity, which is one of the biggest challenges when developing software for the air-gapped ONSR environment. When Combine detects incompatibilities, it proactively reports them to a centralized dashboard, which dramatically accelerates migration. An example report of identified incompatibilities is illustrated in this dashboard screenshot:

According to Brian King, VP of sales and business development at Sequoia Holdings, “Sequoia has a strong partnership with Oracle, and we’re excited to announce Sequoia Combine for Oracle Cloud Infrastructure (OCI). We have seen substantial interest within the System Integrator and Independent Software Vendor ecosystem to offer Combine on OCI to help accelerate the rapidly expanding availability of solutions on ‘air-gapped’ classified Oracle National Security Regions (ONSR). Sequoia Combine on OCI offers emulation of the ONSR specific cloud infrastructure that empowers publishers to develop ONSR solutions quickly and easily for the US defense and intelligence communities, even without cleared engineering resources.”
Customers can also use the Combine platform to perform low to high development, applying more affordable resources in the unclassified space to build solutions that are delivered and deployed to the classified customer networks. Combine reduces the risk that applications built on the low side aren’t compatible on the high side. Sequoia also has staff that maintain United States Government security clearances, who work closely with Oracle to continuously update and support Combine on OCI. Their focused work is designed to ensure accurate environment emulation on an ongoing basis.
“Oracle Cloud Infrastructure makes the same robust services and tools in our public regions available in all regions, including ONSRs,” said Rand Waldron, vice president of global government sector at OCI. “Our Everything Everywhere approach to provide the same services in all regions helps enable independent software vendors and system integrators to have confidence that an app is portable across OCI regions and deployment models. The air-gapped classified ONSR environment can present a challenge when developing apps, and Sequoia Combine solves this by emulating the disconnected ONSR environment to significantly reduce the level of effort and complexity for high side app development.”
OCI partners and customers can use native OCI application development services to build, manage, and automate both monolithic and cloud native applications, while utilizing Sequoia Combine to have greater confidence that solutions run predictably in an ONSR.
