Business Challenges
Founded in 2004, SETE Serviços is a Brazilian company focused on transforming the management of companies, contracts, and services through innovation and technology.
SETE Serviços customers—operating in highly regulated sectors such as airports, ports, hydroelectric power plants, urban infrastructure, and other sectors—faced major challenges with fragmented systems, spreadsheets, and manual workflows. These challenges resulted in limited traceability, weak controls, and low operational efficiency, creating risks for noncompliance, low productivity, and high costs. The challenges faced by these companies became even more acute as the organizations needed to carry out large-scale operations with services across more than 100 contracts and over 50 major infrastructure projects in Brazil.

SETE Serviços chose Oracle APEX for its Maestro platform development, with the goal of modernizing its operations and fast-tracking its digital transformation with scalability and security.
APEX is powered by Oracle Autonomous Database and integrated with Oracle Cloud Infrastructure (OCI). The Maestro platform, built with APEX, enables SETE Serviços to serve approximately 5,000 users across Brazil, fully eliminating paper-based processes and streamlining workflows in real time. This robust solution has allowed the company to help its customers on their innovation journeys, with a 95% reduction in time delivering operational and strategic reports. Decisions can now be made in hours (or even minutes) rather than days, supported by real-time field data. Operational responses, once dependent on unstructured and delayed processes, are now timely and follow standardized procedures, enabling SETE Serviços to maintain real-time control over strategic areas of their business.

With Oracle APEX running on Oracle Autonomous Database on Oracle Cloud Infrastructure, SETE Serviços transforms infrastructure management into a model for smarter, more resilient, and data-driven cities
By leveraging the power of APEX in conjunction with other Oracle products, SETE Serviços was able to deliver real impact for its clients, with some of Brazil’s major transportation operations achieving savings of over 10%, equivalent to more than 20 million reais per year.
These outcomes laid the groundwork for further innovation within Maestro, integrating real-time data from multiple sources such as Waze. This enabled improved planning and operational intelligence, allowing managers to analyze and act on data about potholes, flood zones, traffic flow, and other urgent field situations, reducing response times from weeks to hours or days.
With Oracle AI Database 26ai, the platform harnesses AI-driven analytics on large-scale operational data, enabling the use of predictive insights and performance optimization in maintenance and service contract operations that make the system more efficient and intelligent across the whole ecosystem of SETE. Following Maestro’s success, SETE took its digital transformation a step further with the development of the Integrated Management Center (CGI)—a center that unites infrastructure with buildings dedicated to the cause, equipped with advanced machinery, and featuring well-trained teams.
In such an environment, the Maestro platform is the digital infrastructure that holds everything together by providing geospatial mapping and advanced data processing tools that make it possible for managers to access information, interpret it, and finally, through a correct and efficient use of resources, coordinate their operations throughout Brazil—encompassing more than 100 contracts, 40 or so airports, 400,000 m² of building areas, 10,000 km of urban roads, and over 200 million m² of green areas.
