APEX apps support corruption prevention and environmental policy monitoring—the model is expanding to auditors in other regions, starting with Latin America.

The Federal Court of Accounts (TCU) is the agency responsible for overseeing the use of public funds in Brazil. In addition to its oversight role, the institution also shares knowledge and technologies with auditing agencies in other countries, especially in Latin America, strengthening international cooperation on good governance practices.
Today, TCU manages an extensive portfolio of more than 500 applications developed in Oracle APEX. Among them, three solutions have become international references: e-Prevenção, focused on preventing corruption, and ClimateScanner and Painel ClimaBrasil, both developed to monitor public policies on climate change. All of these solutions run on the Oracle Cloud@Customer infrastructure, ensuring the security and scalability required by the institution.
e-Prevenção – Governance, risk management, and anti-corruption
e-Prevenção was developed in just three months by a lean team. Its mission is to support the National Corruption Prevention Program (PNPC) by providing a diagnosis of the vulnerability of public agencies and entities to fraud and corrupt practices.
The institutional analysis occurs through an online survey system. All data collected supports the creation of reports that present adherence rates, best practice guidelines, and training recommendations, as well as improvement templates where needed. Public administration benefits from this process because it allows for regular assessments that track progress and maintain governance oversight and transparency.
More than 9,500 Brazilian organizations have already responded to the questionnaire, demonstrating the initiative’s reach and its considerable impact on strengthening the culture of integrity and prevention.
The application, built entirely in APEX, maintains stability even during large-scale audits and has already processed records from more than 16,000 Brazilian public organizations. The next step is expansion into other languages, starting with Spanish.

The success of e-Prevenção paved the way for the development of two applications aimed at the creation of actions and climate change monitoring: ClimateScanner and the Painel ClimaBrasil—also 100% APEX.
Evaluation and monitoring of climate change actions through ClimateScanner and Painel ClimaBrasil
Consolidating diverse data sources, ensuring analytical accuracy, and—above all—translating complex information into insights understandable to managers and society, and the global community were all difficult tasks in the development of the ClimateScanner and Painel ClimaBrasil projects.
The ClimateScanner application was launched in April 2024, after six months of work. It allows more than 140 countries and 300 auditors to input climate policy data using a standardized methodology to evaluate and monitor the government’s actions in response to climate change. The results will be presented at the Conference of the Parties (COP 30), which will take place in Belém, Brazil.
Painel ClimaBrasil is an adaptation of the ClimateScanner approach to the Brazilian context. Developed in just four months and launched in May 2025, the application enables all 33 Brazilian audit courts to input climate policy data at the local level. The results were presented at the Conference of the Parties (COP 30), held in November 2025 in Belém, Brazil.
