As part of Oracle's continued commitment to provide the industry's leading Support offering, and to satisfy the the strong demand from customers, partners and the entire UPK community, the Premier Support end date for Oracle User Productivity Kit (UPK) 12.1 has been extended from April 2019 to December 2022.
This update is reflected in the Lifetime Support Policy: Oracle Applications brochure within the Oracle User Productivity Kit (UPK) – Standard & Professional table, and has been published on the UPK product site.
This announcement is applicable only to the 12.1.x product versions. Oracle plans to release patches and service packs on the 12.1 code base on a regular basis during the extended support period.

You mean content prebuilt by Oracle? The same 12/2022 date applies.

If you have an active account and paid support fee to Oracle, there is no cost you pay to Oracle.
If the user base increases is there a cost implication?
In that case you need to buy additional end user licenses.
