Missing Index on CI_SEV_PROC table (CCB 2.3.1)

One of our customers reported performance issues with the severence processes in Oracle Utilities Customer Care And Billing V2.3.1 and after investigation a base index was found to be missing in the base package installation scripts. This index can be created manually to address any performance issues in this part of the system.
