Oracle Utilities Customer Care And Billing V2.3.1 is now available

The newest release of Oracle Utilities Customer Care And Billing (V2.3.1) is now available for download from edelivery.oracle.com.

This new version is a mandatory release for customers on or intending to implement Oracle Utilities Customer Care And Billing V2.3 and these customers must consider upgrading to v2.3.1 within the next 6 months, or by March 8, 2011 to be exact.

The new version features:

  • Reduced Complexity and Cost in implementing integrations by providing hooks to integrate with:

    • Oracle Utilities Meter Data Management V1.6.1 to support end-to-end meter to cash business processes with advanced billing functionality that enables smart grid programs that require interval data storage in the meter data management system and complex usage based pricing in the billing application.

    • Oracle Utilities Network Management V1.10 to efficiently respond to power outages by capturing as much detailed information as possible with trouble calls and to improve customer service by providing a consolidated view of outage related information in a single application for customer care functions.

  • Reduced Overall Total Cost of Ownership by providing more out-of-the-box functionality
  • A new Fusion-style User Interface consistent with other Oracle Fusion applications. Note: The Fusion-style UI is also available as a patch (9584975) for earlier CCB versions running on OUAF v2.2.

    Quick question regarding the new Fusion look and feel: Is it possible to override the oracle logo image in the upper left corner, similar to creating the CM_logoImage Navigation Key with the old look and feel? We utilize the custom logo image at client sites to differentiate between the various implementation environments (dev, test, etc).

    Hi Anthony,
    Could you please elaborate on "must consider upgrading to v2.3.1 within the next 6 months, or by March 8, 2011 to be exact".
    My client has done extensive system and UAT testing for a v2.3.0 go-live in Feb 2011, and need to know what are the implications of staying on this version for go-live. Will they be out of support after March 8, 2011? How long will they be able to run on v2.3.0 before they need to upgrade?

    I was trying to install 2.3.1 on win2008 server (64 bit). After Installing the DB and refreshing it with demo data, I tried to run OraGenSec but it said could not find OCI.DLL. I skipped this step and tried to install FW DB running CDXDBI, there too I bumped into OCIW32.DLL not problem. Both the DLLs are in the oracle folders and path settings are properly in place. Do you have any insights to how I can get around this problem?

    Hi Anthony,
    I would like to ask a question. We are implementing CC&B v2.3.1 using OUAF WE would like to know what version of Oracle Weblogic Server should we use. I saw in the installation guide that the supported version for 2.3.0 is Oracle weblogic 10.0MP1. Is this changed for the new version? and can you be specific about the version? (e.g. 10.3.0, or something). Hoping for a prompt response. Thanks.

    Like Ashok, I also am trying to install CC&B V2.3.1 on Windows 2008 Server w/SP2 and cannot get oragensec.exe to run.
    When executed it pops up the window "This application has failed to start because OCI.dll was not found. Re-installing the application may fix this problem." However, when I run this from a command window I also see what I believe is the underlying problem. After oragensec.exe terminates the command window shows:
    Can't load 'auto/DBD/Oracle/Oracle.dll' for module DBD::Oracle: load_file:The specified module could not be found at /PerlApp/DynaLoader.pm line 212. at perlapp.pl line 1357
    BEGIN failed--compilation aborted at OraGenSec.plx line 32.
    This is a Perl problem, is it not? I have explicitly followed the directions in the CC&B Installation and DBA manuals. In addition I have also tried numerous variations of environment variables, path statements and software locations for Perl and Oracle. Also additional installs of Perl64 5.10. Nothing makes oragensec.exe happy.
    I had this same problem in the previous version and finally gave up. Although I got CC&B to run acceptably, oragensec.exe never would. Now that there's a new release mandated by March I think we should get to the bottom of this.
    I note that Perl 5.10 is included with Oracle DB 11.2.0 and can be referenced and executed properly. However the CC&B documents make NO mention of setting up any special variables or statements prior to running oragensec. Indeed at this point I am not required to install ANY of the 3rd party software prior to the DB creation and security modifications.
    I would appreciate any help in resolving this. At this point I believe that oragensec.exe has been hardcoded to expect Perl/Oracle files in particular places and has not been satisfied.

    Regarding my previous post, I now believe oragensec is trying to use an incomplete path to locate the oracle.dll file. The "can't load..." path should look something like:
    The first part of the path is missing, and oraganesec is apparently not taking any cues from environment variables to fill it in.
    I am not a Perl expert, but was oragensec compiled without some required 'include' files? Or simply hard coded without any environmental references?

    For those running into the OraGenSec.exe problem, it seems the answer is in Oracle's support stuff, under 552482.1 - the answer is:
    Install the 32-bit Oracle Client
    Update your path to not point at the 64-bit install
    Run the script.
    I'm about to try this myself, I'll post again if it doesn't work.

    So, the information I (anonymously) posted above worked for the OraGenSec.exe issue, but now I've hit upon the framework installation, and for some reason it doesn't want to connect to the database as the SYSTEM user.
    I've confirmed via SQL*Plus that I've got the credentials right, and I needed to have the 32-bit client installed for this too (if it wasn't on the path, then a DLL error message would appear, similar to that we've seen for OraGenSec.exe).
    The message I see is:
    Couldn't connect to database Oracle DEMO system: Error while trying to retrieve text for error ORA-01019 (DBD: login failed, probably a symptom of a deeper problem)
    Error Occured, Process being aborted ...
    Argh! :)

    Thank you VERY much for the lead on the Oragensec issue; the 32-bit client did the trick. I installed it on a neighboring 32-bit server, set up the Oracle connection info to the CC&B DB, and Oragensec ran without a hitch in that environement.
    I am a CC&B neophyte, and I think it's stunning that an application that requires a 64-bit environment is supplied with a utility that demands a 32-bit environment, and neither the manuals or program tells you that; especially when that application is expected to run on the DB server as part of the DB creation. I can't tell you how many hours I wasted on this issue.
    I have seen the System user connection issue you mentioned, but don't have an answer for that yet either. However that didn't stop Frameworks & CC&B from operating properly in my environment (as far as I can tell).

    We are implementing CC&B 2.3.1 and have few issues with TO DO ROLES.
    We have 6-9 users for each TO DO ROLE based on the life case
    type life cycle.
    Out of 9 users, fort 6 users TO DO summary messages are available and for remaining 3 it does not show up / does not work.
    These 3 users issue is consistent....Can any one share their thoughts on this...

    Confirmed: The 32bit workaround for OraGenSec works great ! Installing the 32 bit version of the Instant Client, and changing the PATH to point to only this version of OCI, does the trick.

    (Paul, Geoff: By the wat, in sqlplus, right after I run OraGenSec, I'm not having any issues getting into DEMO with SYSTEM/manager.)

    Just installed 2.3.1, strange to find that users using windows 7 and IE8 can't access it in their browsers. 2.3.0 was working fine in the same systems, and new version is working fine in windows XP with IE7.

    I need to segregate UI based services and core services in two separate servers. The idea is to have two different servers , one having purely core services and another having purely UI based services and then those two talking to each other seamlessly.     I am having a similar problem with trying to run CdxDBI.exe during the MDM2.0 OUAF database installation. I run this program and get an error, "Can't load 'auto/DBD/Oracle/Oracle.dll' for module CBD:Oracle: load_file:The specified module could not be found at /<CdxDBI.exe>

    I am trying to install on Windows 7. Dependency walker on the Oracle.dll showed 3 files that could not be loaded, Perl510.dll, Gpsvc.dll and Ieshims.dll. I correct the path to get the perl component and Ieshims.dll to be located. But, the last still remains. Am I going the wrong direction?

    c:\spl\temp does not exist for some reason. Check that c: drive is not full. It places a cistab file in the c:\spl\ directory to hold the location of the software.

    Hi All,

    I am trying to install CCB V 2.5.0 while installing DB , i am getting this error message "The program can't start because OCI.dll is missing from your compouter,Try reinstalling the program to fx the problem".

    I am using windows 64 bit. This is happening installing DB from this location

    D:\CCB_install\CCB-V2.\FW\FW43020\Install-Upgrade.Tried to run all application files from this folder but same error was coming.

    Can i know what was the reason? how to fix it.Whether oracle using 34 bit .

    If you read the installation documentation, you need the Oracle client installed on the machine you are doing the installation from. If you are not on the latest service pack then you need to install the 32 bit client first. In the latest service pack we support Linux install and the 64 but client.
