Payment Plan Monitor changes

A change was introduced as part of CC&B 2.x which has resulted in the PPM batch job operating in a slightly different manner to that previously seen in CC&B 1.5.x.

Selection criteria associated with the payments covered by a plan no longer include the start date of the Payment Plan, which tends to cause issues with customers having plans marked as broken, when the payment was in fact made.

As a result, Product have issued patch number 10420876 to resolve this issue, and the associated control is triggered via a new Feature Configuration entry.
