Legislative Updates for PeopleSoft Global Payroll Spain

On December 28th Oracle delivered 2018 Tax Update #11 containing the changes to comply, among other, with:

  • Orden HAC/1417/2018 that establish the technical requirements for Model 190 for 2018
  • Real Decreto 1462/2018 that establishes the new Minimum Salary for 2019, and the impact on the minimum Social Security Bases
  • Real Decreto 1461/2018 that modified the calculation of the Tax percentage for 2019

Oracle is currently working on a Tax Update to reflect in the new tax rates effective from January 2019, as published for Historical Territories of Guipuzkoa and Bizkaia (Decreto Foral 31/2018 and Decreto Foral 170/2018). Same changes will be delivered also for Alava. We expect to publish the changes by January 18.

The Spanish Government published RDL 28/2018 on the BOE of December 29th. This law contained changes on the Maximum Social Security ceiling/bases for 2019. Oracle has already shared those changes through a paper fix that should be applied on top of 2018 Tax Update#11. Additionally, RDL 28/2018 includes other changes that impact Social Security calculation. Oracle is currently working on those changes and plan to deliver them before the end of January.

Finally, Oracle is also working on the changes on the XML reporting to Fundación Tripartita for 2019. We expect to deliver those changes during January and February 2019.
