Legislative Update for PeopleSoft HCM Global Payroll New Zealand

Paul Smit
Director Product Management

The Government is modernizing New Zealand’s tax system to make it simple and improve the administration of PAYE. A new Tax Bill was introduced by the Ministry during April 2017 on Payday Reporting requirement. However, this legislation is yet to receive Royal Assent.

The proposed process will be digital for employers. The interactions are in the form of XML requests from the user to IR and vice versa. As part of this exercise, Inland Revenue has proposed that employers would no longer be required to file an employer monthly schedule EMS, instead they would file PAYE information on a payday basis as of April 2019.

Our Position Statement has been revised to include these legislative updates. The document can be found on My Oracle Support, Document ID 2220582.1. We request customers to review the position statement to keep up-to-date.

Under the proposed changes, employers would be able to file their PAYE information each payday from 1 April 2018 and would be required to do so from 1 April 2019. I have a client who has elected to start from 1 April 2019 and another from 1 April 2018.

How will both options be catered for?

We are in preparation for a first Special Interest Group call on this topic.

A date has not been set yet, but I expect it will happen some time in February.

Once a date has been confirmed, we will be sending out invites.
