If you have an issue with OBIEE and would like to raise this with support, then often you will be asked to install or demonstrate the issue using the OBIEE Sample App. The main reason for this is to have a standardized set of rules, views and setups that every participant is familiar with.
Chances are, that something that woks in the Sample App does also work in a custom App and likewise anything that fails in it does not need to be tested in a custom App. This makes it easier to reproduce issues, to identify issues and to log bugs against the product.
As there have been a number of questions like "How do I install the Sample App?", "Where do I find it?", "What to do with it once it is up and running?" Support has created a few KM notes to answer these issues.
