The License Definitions and Rules (LDRs) are a critical part of every software license that Oracle grants to a customer. The LDRs define the user metrics (e.g. processor, application user, etc) and other rules (e.g. user minimums, processor limits, etc.) that apply to how the software is used. Metrics and rules limit how much of the software the customer can use.
