Easier translation of OpenDS

As of now, OpenDS messages contain about 160,000 english words. That is a huge number and definitely a barrier for potential translators. At the same time most of the messages can be seen on rare occasions only, so why not give it a try and reduce the scope?

I've created pseudolocalized translations of all the english .properties files by appending a unique identifier to each string. Then I took one automated test suite we use for sanity testing of the command line interface and ran it in the pseudolocalized environement. Parsing the output gave a list of used messages - a base for a trimmed down CTI project was done.

On top of that two files were included complete - quicksetup.properties, containing the un/installer, and admin_tool.properties, containing most of the Control Panel. This is because they are mostly GUI oriented and the test suite only covered CLI.

The resulting OpenDS 2.1easy project in the CTI has only 24,000 words and, if translated fully, should give a quite complete environment for the non-english user. The project was created for chinese, french, german, japanese, korean, polish, portuguese, serbian and spanish; other languages can be started upon request.
