(EN) What is regression

NetBeans bug priority guidelines advises to assign the highest priority (P1) to those bugs that are regressions. But what is the meaning of regression bug? I found the following Wikipedia definition that seems to be fine:
"Regression bugs occur whenever software functionality that previously worked as desired stops working or no longer works in the same way that was previously planned. Typically regression bugs occur as an unintended consequence of program changes."
But is it regression when a developer intentionally disabled functionality (let's say temporarily) after some big changes in code? Maybe it is not because consequences are intended. But on the other hand the functionality is missing and users will miss it until it is implemented. From this point of view it is issue that worked previously and it is a regression. The second opinion works for me so IMHO it is regression. I am sure that some people will not agree with me - what do you thing geeks?
