25 Point plan and Cloud - 2 years later a lookback!

It has been around 2 years since 25 point plan was boldly published by Vivek Kundra and heavily embraced by all tech companies (google 25 point plan and any big company name -you will find a white paper!). I want to spend this writeup in looking back on what has worked, what has completely not worked and what is somewhat working. So, first let us see what worked? I would argue and say almost nothing earthshaking has really happened in terms of how IT works inside agencies. While some agencies have started the consolidated path - this essentially is a "shell" game - moving servers from one location to another without really driving efficiencies. There still exists a sense of lack of trust to make data sit in a shared environment. Even in agencies where there is strong leadership backing - the SIs that are native to the account are not necessarily in bleeding edge of cloud computing.
