Why? Because, as I discovered recently while in Ikea, a lot of configuration and administration tasks will always take place on the desktop. (Such as choosing and laying out a kitchen, which you can do at Ikea via a desktop application.) In the case of Funambol, there's also admin/configuration tasks that need to be done at one point or another during work done with Funambol's solutions.
The Funambol Administration Tool is a user interface created on top of the NetBeans Platform. Its aim is to provide for remote configuration of server parameters:
Three panes are provided— (1) navigation (listing primary components that can be monitored), (2) data entry (editing area for selected item in navigator), and (3) output (displaying status about current task).
