What's the realtionship of SBD to Solaris Security Toolkit? I guess all the securing portion of the kit can be implemented by SBD instead...

You are absolutely correct. The next version of the Solaris Security Toolkit will be adapted to use the SBD enhancements when the Toolkit is used on a system where the SBD changes are available (Nevada, OpenSolaris, S10U3, etc.) Today, the Toolkit does a lot more than just disabling unnecessary services so its use is still recommended for people looking at a more comprehensive security hardening tool.

SBD enhances the Solaris Security Toolkit experience since SBD also applies to the miniroot (during JumpStart) which had traditionally had services listening.
