End of Tax Year Resources for Oracle UK Payroll Customers

For our Oracle UK Payroll customers, the end of the tax year (5 April) is right around the corner!

Here are a few points of reference that we hope you'll find useful.    

Patching

Important Message for Australia Oracle Payroll Customers

UPDATE OF PATCHING OVER THE NEXT FEW MONTHS

 As in previous years Oracle will endeavor to have the minimal number of patches over the months leading up to 30 June. However this year as there are a couple of large legislative changes there will be more than in past years.

Changes from 1 July 2014  (Only available on 12.0 & 12.1+ )

 As in previous years there will be a patch released around the end of May early June with changes from 1 July 2014. As these changes are dependent on the May budget exact timing cannot be provided till after the budget.

Current known changes (pending changes in budget) change to Medicare Levy rate and SGC rate (this may delayed for 2 years)

Gender Equality Reporting (Only available on 12.1+ )

An off cycle patch for Gender Equality reporting is scheduled to be available at the end of March. A white paper will be available on My Oracle Support at the same time.

SuperStream (Only available on 12.1+ )

 Oracle has decided to release two patches for SuperStream to allow customers as much time as possible to complete data capture and update their current solution.

Patch 1 – scheduled end of April. This will include data capture and superannuation processing in payroll. A high level solution overview for data capture and processing will be available in the next week or so to provide customers with as much information as possible before patch release.

Patch 2 – scheduled late June. This will include generation of XBRL file. (One XBRL file per super fund will be required)

A white paper will be available on My Oracle Support on the complete SuperStream solution around the end of April

Software developers and super clearing houses/super funds are currently working on a standard CSV file format. If this is finalized in time Oracle will also be providing a CSV file format which will be accepted by a large number of clearing houses and funds. However, the CSV file format can only be accepted for the transitional period by funds. If customers wanted to continue using this format past the transitional period they would require a third party to convert the information to the new SuperStream format.

Please contact your super funds  and clearing houses to see if they will be accepting this file format. The delivery of this is unable to be determined at this point as the ATO is still defining the file format. This may not be available in Oracle till after 1 July 2014.

Oracle will continue to communicate to customers as we move forward. As previously stated customers should be working with their super funds and super clearing houses as SuperStream delivery relies on them as well.

Attention Oracle Mexico Payroll Customers: 2013 Year End Phase 1 Patches have been Released!



The Oracle Mexico Payroll 2013 Year End Phase 1 patches have been released and are now available on My Oracle Support.

Please note:
- These patches include both the 2014 Year Begin (Patch 17924551:R12.PAY.x) and 2014 ISR Tax Rates (Patch 18050606:R12.PAY.x) patches. Therefore, it is not necessary to also apply these separately if you have not already done so.
- These patches are different from all other statutory updates (there are additional post installation steps), so please be sure to carefully read the entire patch readme before beginning to install these patches to ensure successful processing.

Here are a few highlights of this patch release:

- CFDI Payroll Payslip XML Interface: The 2014 ISR tax legislation mandates that employers generate employee payroll payslips in XML format in order to get the CFDI (Certificado Fiscal Digital por Internet - Internet Digital Fiscal Certificate) from the government agency SAT. These patches deliver the components to allow customers to generate XML payslips.
Important Notes regarding the CFDI Payroll Payslip XML Interface:
- There are mandatory setup steps after applying this patch. Please read the entire Functional readme for details.
- The CFDI Payroll Payslip XML Interface delivered in this patch includes only mandatory fields. Those fields are described in the XML layouts posted by the government.
- The optional XML fields and several enhancements to this functionality will be delivered in the 2013 Year End Phase 2 patch.
- To comply with the statutory requirements, this functionality generates one XML file per payslip. However, it also generates a single XML file with all the employee payslips.
- State tax updates: The state tax rate has been increased to 3.0% for Distrito Federal, Mexico and Puebla states, effective January 1st, 2014.

Attention Oracle UK Payroll Customers: Year End 2013 / Year Begin 2014 Patches Have Been Released!


On completion of this year's UK Early Adopter Programme (EAP) the following Oracle UK Payroll Year End 2013 / Year Begin 2014 patches are now available to download and apply via My Oracle Support:

R11i Patch 17964873 - This is an HRGlobal patch

This patch will provide the changes required for processing the UK 2013-2014 Year End returns. It delivers the following changes:
  • P60 Changes
  • FPS fixes.
Post Install Steps need to be run after patch installation. The patch Readme has important installation, setup instructions and guidelines.

Introducing OTL Analyzer

Oracle Time & Labor Product Support is announcing the new Proactive Diagnostics Script: "OTL Analyzer" that will considerably save the time taken for supporting your issues, and will proactively help you enhance your OTL setup! 

This script will include many helpful sections including what current OTL_Diag.sql script has been providing in addition to new sections that fully scans your OTL Setup, and proactively provide colorful reminders/comments/warnings/errors about areas that might cause potential problems in your output. This script will be helpful for both customers and support.

The analyzer will replace the current diagnostics OTL_Diag script that is being used by both the OTL Customers and Support. The following notes can be used to refer to the new OTL Analyzer for setup and running steps information:

  • How to run OTL Analyzer as a Concurrent Request (Doc ID 1589250.1)
  • OTL Analyzer Tool FAQ (Doc ID 1596937.1)

 This Analyzer / Health Check / Data Collection tool is a PL*Sql script which will check the E-Business Suite environment, and can be executed on all currently released / supported application versions  (i.e. 11.5.10.2, 12.0, 12.1, and 12.2).   As the process executes, it will output diagnostics advice and proactive recommendations within an .html output file.

When reviewing the analyzer output, you can immediately see where issues are identified as they are displayed in red (errors), orange (warnings) or blue (best practices), so that they can be easily seen.  In addition to identifying areas of concerns, the analyzer will also identify My Oracle Support (MOS) articles which can be utilized to resolve the issue.

The following parameters are entered when executing the script and determine the tabs displayed in the output. When the Analyzer is executed, an environment review is performed and feedback provided on:

  • OTL technical information (version, patching, performance, database objects)
  • OTL setup analyzer
  • Employee Preferences
  • Specific timecard data:
  • HXC (Self Service, Timekeeper, API) Timecard Data
  • HXT (OTLR/PUI) Timecard Data
  • Batch information

For Release 12 it is recommended that this script be setup as a concurrent request so that it may be executed by either Functional or Technical representatives from your business.

We have made it easy for customers and provided some ready and safely loaded on Production LDT files to implement all the necessary setup steps.

Diagnostic: HCM Technical Analyzer Now Available!

The HCM Proactive Support Delivery Team is introducing the HCM Technical Analyzer, a Health-Check script which reviews your overall HCM footprint by analyzing your current configurations and settings for your HCM environment.  The HCM Technical Analyzer is a non-invasive script which is designed to provide proactive feedback and recommendations associated with the HCM instance on which the analyzer is executed.

This Analyzer / Health Check / Data Collection tool is a PL*Sql script which will check the E-Business Suite environment and can be executed on all currently released / supported application versions  (i.e. 11.5.10.2, 12.0, 12.1, and 12.2).   As the process executes, it will output diagnostics advice and proactive recommendations within an .html output file.

When reviewing the analyzer output, you can immediately see where issues are identified as they are displayed in red (errors), orange (warnings) or blue (best practices), so that they can be easily seen.  In addition to identifying areas of concern, the analyzer will also identify My Oracle Support (MOS) articles which can be utilized to resolve the issue.

The Analyzer can be executed using one of two 'Run Type' parameters: 

  • Run Type = ISSUES, which will execute the Analyzer / Health Check with the output geared to customer problem resolution. This option will display only those sections where an issue or potential issue is identified so that you the customer can proactively address them.
  • Run Type = ALL, which will execute the Analyzer as a Data Collection tool which can be used to assist an Oracle Support Engineer in resolving an issue.

 The Analyzer is designed specifically to be used with the Human Capital Management (HCM) products, which is driven by the following input parameter values:

  • BEN - Benefits
  • HR - Human Resources
  • IRC - iRecuitment
  • OTL - Oracle Time and Labor
  • PAY - Payroll
  • SSHR - Self Service Human Resources
  • ALL - All HCM products above.

When the Analyzer is executed an environment review is performed and feedback provided on: 

  • Performance related setups and checks
  • Invalid objects, disabled triggers, and database issues
  • Profile settings
  • Packages and java classes version
  • Patching status.

It is recommended that this script be setup as a concurrent request from the E-Business Suite interface so that it maybe executed by either Functional or Technical representatives from your business.

HCM: North America Year End is Just Around the Corner!

Are you ready for Year End? As we all know, Year End is a very busy time of patching, processing, sending out employee tax reports, and governmental filings. Oracle Support and Oracle Development want to help ensure a successful year end for your business.


Timing - The legislative deadlines are still a few months away, but here is a quick reminder of the timing:

 United States

Year End forms are due to all employees by January 31, 2014, followed by Federal and State Filings

 Canada Employee Year End forms and the government Year End Magnetic filings are due at the end of February
 Mexico Various employee reports and government filings are due between January 31st and May 31

Patching Information  - Refer to the following notes for important patching information that you’ll need for Year End.  As a reminder, the current Roll up Patch (RUP) is a mandatory requirement for Year End processing in the Oracle Payroll localizations delivered by Product Development legislations and US Federal HR products.  So you want to be prepared by having the latest RUP patch already tested & applied.

HCM: My Oracle Support (MOS) Not Just for Technical Users

This is a shout out to Functional Users!

Did you know that My Oracle Support (MOS) is not just for technical users, such as your IT Team (i.e. System Analyst, Software Engineers, and Developers) or for use only by your Support staff? 

My Oracle Support or MOS is for anyone who utilizes licensed Oracle Applications.  To get a Oracle MOS account simply go to the following - support.oracle.com - where you will be asked to register for your personal sign-on.   Registering is as simple as supplying Oracle with an eMail address, setting your password, and providing some personal information including your name and company name.  Oracle will respond to the email provided with a verification link to continue Registration. For additional information on MOS Registration and Setup, please see the MyOracleSupport Quick Reference Guide.

Your next question, as a customer, is "What now? How can I, as a Functional Contributor, use My Oracle Support?" Isn't MOS just used to log and track service requests and to download patches?

Well the answer to the second question is, No!   My Oracle Support (MOS) provides functionality and collaborative tools that are just as useful to our functional colleagues, as they are to our technical ones.  The most important tool for our functional user is the ability to research the following:

Oracle provides a rich set of documentation for every Oracle product. These documents have an immense amount of knowledge for each product that Oracle provides. These are dynamically evolving documents and contain a multitude of different types of information, such as:

  • Problem Documents - which describe a problem, cause, and solution
  • FAQ Documents - which provide a compilation of questions and answers for a particular subject area
  • How To Documents - which provide Q & A, or 'How To' perform a specific task or function within an application
  • Reference Documents - which document a procedure or reference information
  • Troubleshooting Documents - which explains how to diagnose/debug a complex issue
  • White Papers - which are authoritative documents usually created by development describing a specific functionality

Next time you encounter an issue within the Oracle applications,  I would strongly suggest that your first step in finding the solution of your problem is to search Oracle's Knowledge Documentation.  It is possible that you could resolve your own issue rather then waiting on your internal support team to contact Oracle for you.

Important Message For United Kingdom Oracle Payroll Customers - Real Time Information (RTI) Update

Alert iconHMRC (Her Majesty’s Revenue & Customs), the tax authority for the United Kingdom, is changing the way Employers report Employees' Tax, National Insurance and Pay information. The changes will be mandatory from April 2013.

Real Time Information (RTI) will collect information about tax and other deductions automatically each time employers run their payroll. This could be monthly, weekly or fortnightly. The information will be submitted automatically to HMRC at the same time as the employees are paid.

The RTI project has 4 distinct areas that require development work to be undertaken by all software developers including Oracle. These are:

  • Employer Alignment Submission (EAS)
  • NINO Verification (Request and Reply) (NVREQ & NVREP)
  • Full Payment Submission (FPS)
  • Employer Payment Summary (EPS)

Payroll Error After 2012 End Of Year 2012 Statutory Update II Patch

A number of customers are experiencing the following error after applying the US & CANADA END OF YEAR 2012 STATUTORY UPDATE II patch, and while running HRglobal.drv:

"ORA-20001: You cannot set the SAVE_RUN_BALANCE flag to 'N' or Null whilst valid run balances exist for the defined balance."

The US & CANADA END OF YEAR 2012 STATUTORY UPDATE II patches are:

In the readme for these patches, in the post install steps, the following is noted:

This patch delivers change to disable the Run Balances for Defined Balance "Gross Earnings Assignment Quarter to Date". During HRGlobal Installation, if Valid Run Balances are found for this Defined Balance, then the process will fail with below error:                                                          
                                                                                   
ERROR at line 1; ORA-20001: You cannot set the SAVE_RUN_BALANCE flag to 'N' or Null whilst valid run balances exist for the defined balance.
                                                                                 
In order to prevent this error during HRGlobal Installation, it is necessary to execute below mentioned SQL Update Statement before HRGlobal Installation to invalidate the Run Balances present for this Defined Balance.

Please follow the steps as given in the patch readme to resolve this issue.

Mexico Minimum Wage Changes - Payroll Patches Available

Mexico has published new Minimum Wage values effective November 27th 2012.  

The following Payroll patches have been released to update the Minimum Wages:

Please note the following:

  • the Minimum Wage values have been updated and they are effective from November 27th 2012
  • these patches are different from all other statutory updates (there are additional post installation steps), so please be sure to carefully read the entire patch readme before beginning to install these patches to ensure successful processing.

ALERT: Error Processing US Wage Attachment Elements In Payroll Run After RUP Patches

Customers who have run the Upgrade Wage Attachments process after applying the 2012 RUP are reporting errors similar to those listed below when either running a quickpay or processing a payroll for employee(s) with involuntary deductions.

This issue was logged in Bug 14679161 - QUICK PAY ERROR AFTER RUP (2012) AND WAGE ATTACHMENT UPGRADE APP-PAY-06881.

The following one off patches have been released to My Oracle Support to resolve this issue*:

12.0 - Patch 14849394:R12.PAY.A
12.1 - Patch 14849394:R12.PAY.B

* IMPORTANT:  Depending on when/if customers have run the Wage Attachment upgrade process will determine the appropriate action to take. Any customer who is encountering the above error and/or has run the Wage Attachment upgrade process AFTER applying the 2012 RUP (applicable to their release level) should log a Service Request with Oracle Support to receive assistance on the necessary steps to take to resolve the problem BEFORE applying the above patch.

Any customer who has not yet run the Wage Attachment Upgrade process (either before or after applying the 2012 RUP), should follow the action plan documented in the patch readme.

For those customers who have already run the Wage Attachment Upgrade process BEFORE applying the 2012 RUP, should apply the patch (applicable to your release) listed above. Be sure to run any post install processes, such as the data install utility and HR global driver.  See the patch readme for full details.
