The End of Year 2014 Phase 1 patch includes the following enhancements and updates:

  • New minimum wage rates effective on January 1st, 2015
  • Direct Deposit Banamex Layout changed from version B to version D
  • Ability to add custom XML code for CFDI Payslip
  • CFDI Payslip is generated for employees with Zero Gross and Net Pay

Subledger Accounting for Payroll

Are you thinking about using Oracle Subledger Accounting (SLA) for your Payroll EBS application?

Oracle Subledger Accounting was released in R12 and has the following benefits:
  • Enables corporations to comply with corporate, local and managerial accounting and audit requirements via increased control, visibility and efficiency
  • Streamlines the books closure by providing a common posting engine, so that all subledger products and non-Oracle products can transfer controlled and summarized data to the General Ledger using a standard methodology and auditable, reviewable process
  • Constitutes a single source of truth for all accounting, reconciliation and analytical reporting, by storing journal entries in a common data model


Did you know that Payroll requires some manual setup in order to use SLA?  This is necessary to make sure that YOUR Chart of Accounts is being used to create the accounting, and that the Payroll costing is going to the correct cost code combinations per YOUR business rules. The Payroll setup & usage for SLA is done via the seeded 'Global SLA/Payroll Manager' responsibility.

North American Payroll Year End has begun, with the release of the 2014 Phase 1 patches, which are available now for download from My Oracle Support:

US

  • County level data added to the Local Year End Interface Extract

North American Payroll Year End is Approaching!

As we roll through September, no doubt EBS Payroll folks are starting to think about year end processing for the United States, Canada, and Mexico.  Patching, reconciling, employee tax forms, government filings, oh my!  Whether this is your first EBS Payroll Year End, or you are thoroughly seasoned, you could most likely benefit from a few Year End reminders.

We'd like to make you aware of our Year End Advisor Webcast recordings, which you can download and review at your convenience. These year end webcasts include topics such as patching, balancing, running the Year End PreProcess, printing the employee tax forms, and producing the magnetic media for government filing.  Keep in mind, we'll have new patch numbers for 2014 year end, but the functionality described in the webcasts basically remains the same.

Important Announcement for R12 Oracle UK Payroll Customers

The R12 RTI CONSOLIDATED PATCH: SEPTEMBER 2014 has been released via My Oracle Support:

R12.1 : Patch 18776254:R12.PAY.B

This is a consolidated patch addressing Real Time Information bug fixes impacting P60 reporting, FPS reporting, and the RTI Year to date Reconciliation Report, and more. The bugs fixed are listed in the My Oracle Support  Doc ID 1916775.1 .

The patch Readme has important installation, setup instructions, and guidelines.  Make sure to review the readme prior to applying the patch.

Attention EBS Payroll Customers - Legislative Patches Released!

The following legislative patches were released recently:

Saudi Payroll (SA)
 In SA Localization, effective 01-Sep-2014, GOSI Contribution has increased from 9% to 10% for both employee and the employer and the Unemployment Insurance must be recorded separately in an Information element.

This patch updates the GOSI percentage effective 01-Sep-2014 from 9% to 10% for both the employee and employer for Saudi local nationals. Employee/Employer Unemployment Fund balances hold the corresponding deduction of 1%.

The following patch is now available for download from My Oracle Support: SA UNEMPLOYMENT INSURANCE CHANGES with effective from 01-Sep-2014.

The patch numbers are:

Kuwait Payroll (KW)
 In KW Localization, Unemployment Insurance should not be applicable to employees who are 60 years old or more.

This patch updates the 'KW_SI_CALCULATION' formula so that Unemployment Insurance will not be applicable to employees who are 60 years old or more.

The following patch is now available for download from My Oracle Support:  KW Unemployment Insurance should not be applicable to employees who are 60 years old or more.

The patch numbers are:
Release 12.0: 19009589:R12.PAY.A
Release 12.1 Branch: 19009589:R12.PAY.B

United Arab Emirates Payroll (AE)
 In AE Localization, Unemployment Insurance should not be applicable to employees who are 60 years old or more for KW Nationals working in AE localization.

This patch updates the 'KW_IN_AE_SI_CALCULATION' formula so that Unemployment Insurance will not be applicable to employees who are 60 years old or more.

The following patch is now available for download from My Oracle Support:  AE Unemployment Insurance changes for SA and KW Nationals in AE.

United States (US) Second Quarter (Q2) 2014 Statutory Update Released

The United States (US) Second Quarter (Q2) 2014 Statutory Update has been released!

*Note: Due to an issue that can cause the patch installation process to fail, the original Release 12.1 Q2 2014 Statutory Update patch (18864755) has been obsoleted and replaced with new patch 19132199:R12.PAY.B. Customers who have already applied the Q2 2014 Statutory Update patch by skipping this file during the patch installation process need not apply the replacement patch. Customers who have downloaded Q2 2014 patch (18864755) but not yet applied it (or have not yet downloaded the Q2 2014 patch) should download the latest patch (19132199:R12.PAY.B) and apply it instead.

**Note: The Q2 2014 patch for Release 12.2 customers is still undergoing QA and will be released shortly.

The Q2 2014 Statutory Update patch requires the post install steps of running the data installer and hrglobal.drv. Please be sure to carefully read all the readme's before beginning to install this patch to ensure successful processing!

Important Announcement for Oracle EBS HRMS (Netherlands) Users!

 The following legislative changes for Oracle EBS HRMS (Netherlands) Users are included in the patch: 

1. Discount hiring young employee effective from July 2014
In Dutch localization, as of 1-July-2014, an employer can receive a discount when hiring new young employees from a previous unemployment or disability situation. The discount must be calculated on a periodic basis and reported in the Wage Report. This patch delivers a new element 'Discount for Hiring Young Employees' which can be attached to the employees for the eligible period.

2. Legal Minimum Wage Changes effective from July 2014
To comply with the legislative changes for Legal Minimum Wages effective 01-Jul-2014, this patch modifies the values of the predefined user table NL_LEGAL_MINIMUM_WAGES effective from 01-Jul-2014.

On August 27, 2013, the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) announced a Final Rule that makes changes to the regulations implementing Section 503 of the Rehabilitation Act of 1973 as amended (Section 503) at 41 CFR Part 60-741. Section 503 prohibits federal contractors and subcontractors from discriminating in employment against individuals with disabilities (IWDs), and requires these employers to take affirmative action to recruit, hire, promote, and retain these individuals. The Final Rule strengthens the affirmative action provisions of the regulations to aid contractors in their efforts to recruit and hire IWDs, and improve job opportunities for individuals with disabilities. The Final Rule also makes changes to the nondiscrimination provisions of the regulations to bring them into compliance with the ADA Amendments Act of 2008.

The U.S. Department of Labor’s Office of Federal Contract Compliance Programs also announced a Final Rule that makes changes to the regulations implementing the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA), as amended at 41 CFR Part 60-300. VEVRAA prohibits federal contractors and subcontractors from discriminating in employment against protected veterans, and requires these employers to take affirmative action to recruit, hire, promote, and retain these veterans. The Final Rule strengthens the affirmative action provisions of the regulations to aid contractors in their efforts to recruit and hire protected veterans and improve job opportunities for protected veterans.

The OFCCP published the Final Rule in the Federal Register on September 24, 2013, which became effective on March 24, 2014. However, current contractors with a written affirmative action program (AAP) already in place on the effective date have additional time to come into compliance with the AAP requirements: they can maintain that AAP for the duration of their AAP year. Such contractors are required to update their affirmative action programs to come into compliance with the requirements of subpart C of this final rule at the start of their next standard twelve month AAP review cycle.

Under the new Section 503 regulations, federal contractors are required to extend three separate invitations to applicants or employees to optionally self-identify their disability status:

  • Pre-Offer: All applicants must be offered an invitation to self-identify as individuals with a disability whenever the applicant “applies or is considered for employment.” To accommodate this requirement, a new page "Disability Information" that offers candidates the opportunity to self-identify their disability status when applying for a new job is being delivered as part of the Oracle EBS iRecruitment product. This page will be made available as part of the External candidate job application flow for external applicants.
  • Post-Offer: After the offer of employment, as the applicant begins job duties, contractors must extend another invitation to voluntarily self-identify as an individual with a disability. A new form CC 305 must be offered as part of the new hire “paper work”.
  • Existing Employees: All federal Contractors must invite all current employees to voluntarily self-identify as an individual with a disability at least once every 5 years using the language prescribed by the OFCCP in new form CC 305.

Under the new VEVRAA regulations, federal contractors are required to extend two separate invitations to applicants / employees to optionally self-identify their veteran status:

  • Pre-Offer: Prior to extending a job offer, all applicants must be offered an opportunity to self identify as a “protected veteran”. To accommodate this requirement, a new page called Veteran Information for candidates to self identify as a protected veteran when applying for a new job is being delivered as part of the iRecruitment product. This page will be available to external applicants only. Veteran information for internal applications will be defaulted based on the data provided in the HR system and the candidate could be directed to the HR self identification form if they desire to change any information.
  • Post-Offer: After the offer of employment, but before the applicant begins job duties, contractors must extend a second invitation to voluntarily self-identify their veteran status.

To accommodate the Section 503 and VEVRAA Post-Offer requirements, the following US HR one off patches have been released for Release 12.1 customers that contain a new Employee Self Service pages: Disclose Disability Status and Invitation to Disclose Veteran Status.  These pages contain enter-able PDF forms containing the language required by the regulations where users can optionally make a selection and submit it as part of Employee Self Service.

The above patches also contain a new report 'US OFCCP Disability/VEVRAA Audit Report' to assist customers in the event they are selected for a compliance audit by the OFCCP. This new report can be used to generate an audit report containing employee disability and veteran status information. Please note that this new report provides audit details for employees only; it does not report applicant data.
