The Critical Patch Update (CPU) for October 2013 was released on October 15, 2013. Oracle strongly recommends applying the patches as soon as possible.
The Critical Patch Update Advisory is the starting point for relevant information. It includes a list of products affected, pointers to obtain the patches, a summary of the security vulnerabilities, and links to other important documents.

Java JRE 1.6.0_60 is Certified with Oracle E-Business Suite
The latest Java Runtime Environment 1.6.0_60 (a.k.a. JRE 6u60-b07) and later updates on the JRE 6 codeline are now certified with Oracle E-Business Suite Release 11i and 12 for Windows-based desktop clients.
Java JRE 1.7.0_40 Certified with Oracle E-Business Suite
The latest Java Runtime Environment 7u240 (a.k.a. JRE 7u40-b43) and later updates on the JRE 7 codeline are now certified with Oracle E-Business Suite Release 11i and 12 for Windows-based desktop clients.

Oracle Application Management Pack 22.214.171.124 is now certified with the latest Oracle Enterprise Manager 12c patchset: version 126.96.36.199 (a.k.a. EM 12c Release 3 or 12cR3) .

Then use Document Id 1444322.1 Top Adpatch Patching Issues For Release 11i And 12.x as your starting point. This document has a wealth of information about how to plan your patching so that you have a successful patching session and how to resolve failures if they happen anyway.
Many patch issues can be resolved quickly by following the troubleshooting steps in Doc ID 1444322.1. If you need extra help try searching the E-Business Suite Patching Community by patch number first, someone else may have already hit and resolved your issue. If you need to log a service request then providing information about all the troubleshooting steps you've already followed will help avoid you having to answer the same questions again; provide us all needed information (including all the patch log files) and you may find that we can answer your patching issue from the first update!

If you are on 11i and are planning to upgrade to R12 then make sure you review the below links on the Consolidated Upgrade Patch 2 (CUP2). This will help with upgrading from Release 11i to Release 12.1.3. The Oracle E-Business Suite Pre-install Patches Report serves as a single point of reference for upgrade-related patches that can ONLY be applied prior to running the main upgrade driver for Release 12.1. These pre-install patches help you avoid certain upgrade script failures, upgrade performance issues and data corruption and upgrade integrity issues.

Information Centers offer a good alternative to searching the knowledge base. Each Information Center (IC) has a list of dynamically created content based on a series of typical tasks, for example Overview, Use, Troubleshooting, Patching and Maintenance, etc. Each Task will have sub-areas on the page that group similar content together. Because the content is dynamic, the latest notes will automatically be included.
