ATTENTION: ACA PHASE III Patch

The Affordable Care Act Phase III patch for R12.1 has been released!

The functional readme for R12.1 is available on My Oracle Support (MOS):

  • Doc ID 2141642.1 - 2015 Employer Shared Responsibility Reporting Under the Affordable Care Act - Phase III Patch Functional Readme for Release 12.1 Customers

This patch includes a concurrent process to tag records that the IRS finds in error.

The UI to then view the results is not available at this time.  It will included in the next consolidated patch (along with the correction process).

In the meantime, Oracle has plans to generate / provide some queries that will download details on records in error into a spreadsheet (ETA unknown at this time).

Oracle expects to release the R12.2 patch this week.   There are also plans to deliver this functionality for R11i , although we have no ETA at this time.

Affordable Care Act: What's Just Over the Horizon?

For most, the last couple of months has been a hectic time!  With the distribution of the 1094/5-C forms completed, now is the time to prepare for filing your 1095-C data with the Internal Revenue Service (IRS).

The following 2 steps need to be taken by every E-Business Standard or Advanced Benefits customer (who will be using Oracle to file their 1095-C data with the IRS):

Step 1: Register to use IRS e-Services Tools
Step 2: Apply for their Information Return Transmitter Control Code - TCC

The best place for you to learn more information about these two (2) steps is from the IRS itself -  it's important to go out to the IRS Site Affordable Care Act Information Returns (AIR) Program and review the section titled 'Here’s what you need to know to get started with AIR' .

Registering and applying for your TCC code could potentially take a bit of time, so it is important to get started on these activities as soon as possible.

Additionally, there are 2 important things that EBS Benefits Development want you to be aware of,  they are:

  1. Oracle - EBS Benefits will only be supporting electronic (not paper) filing
  2. Oracle - EBS Benefits will be supporting the UI channel not A2A

As always, know that you can find EBS Benefits collateral, specific to the Affordable Care Act on My Oracle Support (MOS):

or be directed there from:

Stay tuned for further updates coming in the next few weeks concerning Oracle's delivery plans for:

  • Support for customers needing to perform the communications test with the IRS AIR System, and
  • ACA Reporting Phase III patch to accommodate the electronic 1094/5-C filing with the IRS

Further patches will be forthcoming in early 2016 that will provide EBS US Standard and Advanced Benefits customers with the ability to input data for COBRA eligible employees (those who gained eligibility due to reduction of hours) when COBRA is administered by a third party. This will include eligibility/offer and cost information along with details on the coverage of the COBRA employee and dependents in self-insured plans. Additionally, further "consolidated reporting" patches will also be released that contain important ACA Reporting-related bug fixes. Future patches will also deliver the ability to file/transmit employer information returns electronically with the IRS. Please note Oracle Development will not be supporting paper filing with the IRS.

Employer Shared Responsibility Provision of the Affordable Care Act Patches Available

Many parts of the Employer Shared Responsibility Provision (ESRP) of the Affordable Care Act (or ACA) went into effect at the beginning of this year (2014). ESRP describes the following requirements:

  • Which employers must comply and how they must comply with the provision
  • How employees are defined as eligible for coverage
  • What periods of time employees are eligible for coverage
  • Cost of the coverage to the employee
  • Minimal Essential Coverage definition
  • Reporting to the employee and to the federal government

While transition relief was provided by the Department of the Treasury and the IRS earlier this year which pushed out the penalty and reporting requirements sections of the provision to begin 1/1/2015 instead of 1/1/2014, all other requirements of the provision are still effective as of January 1st, 2014.

As part of complying with the ESRP, employers need to be able to track hours used to determine full time eligibility that are not paid or tracked in payroll or a time keeping system (e.g. military leave, disability leave, workers compensation leave). Additionally, they also need to be able to track Full Time Employees (according to the ACA definition), along with rehires, as well as their eligibility. To assist with these requirements, one off patches have been released for both US HR Only (and Benefits) customers and US Payroll customers.

The "PER" patches for US HR only (and Benefits) customers contain:

  • New fields added to the People form for tracking full time employees as well as rehires
  • Ability to create user defined eligibility criteria based on these new fields
  • Ability to create life events that can be triggered based on changes to these new fields
  • New data elements (mapped to the new fields) added to the System Extract tool

The "PAY" patches (for US Payroll customers) contain the above changes as well as a new informational payroll balance to help track employee service hours. (Please note the informational balance was previously also delivered as part of the End of Year 2013 Phase 3 patch released on January 15th.)

For Oracle US HR (and Benefits) customers who do not have Payroll fully installed, the following one off "PER" patches are now available:

  • 11i - 18103141
  • 12.0 - 18103153:R12.PER.A
  • 12.1 - 18103153:R12.PER.B

Please see the following readmes on My Oracle Support for full details**:

  • Updates to US HR To Accommodate the Employer Shared Responsibility Provision of the Affordable Care Act - Release 11i (Doc ID 1616434.1)
  • Updates to US HR To Accommodate the Employer Shared Responsibility Provision of the Affordable Care Act - Release 12.0 (Doc ID 1616428.1)
  • Updates to US HR To Accommodate the Employer Shared Responsibility Provision of the Affordable Care Act - Release 12.1 (Doc ID 1616417.1)

For Oracle US Payroll (and Benefits) customers, the following one off "PAY" patches are now available:

  • 11i - 18103148
  • 12.0 - 18103154:R12.PAY.A
