Important Message For United Kingdom Oracle Payroll Customers - Real Time Information (RTI) Update

Alert iconHMRC (Her Majesty’s Revenue & Customs), the tax authority for the United Kingdom, is changing the way Employers report Employees' Tax, National Insurance and Pay information. The changes will be mandatory from April 2013.

Real Time Information (RTI) will collect information about tax and other deductions automatically each time employers run their payroll. This could be monthly, weekly or fortnightly. The information will be submitted automatically to HMRC at the same time as the employees are paid.

The RTI project has 4 distinct areas that require development work to be undertaken by all software developers including Oracle. These are:

  • Employer Alignment Submission (EAS)
  • NINO Verification (Request and Reply) (NVREQ & NVREP)
  • Full Payment Submission (FPS)
  • Employer Payment Summary (EPS)

Payroll Error After 2012 End Of Year 2012 Statutory Update II Patch

A number of customers are experiencing the following error after applying the US & CANADA END OF YEAR 2012 STATUTORY UPDATE II patch, and while running HRglobal.drv:

"ORA-20001: You cannot set the SAVE_RUN_BALANCE flag to 'N' or Null whilst valid run balances exist for the defined balance."


In the readme for these patches, in the post install steps, the following is noted:

This patch delivers change to disable the Run Balances for Defined Balance "Gross Earnings Assignment Quarter to Date". During HRGlobal Installation, if Valid Run Balances are found for this Defined Balance, then the process will fail with below error:                                                          
ERROR at line 1; ORA-20001: You cannot set the SAVE_RUN_BALANCE flag to 'N' or Null whilst valid run balances exist for the defined balance.
In order to prevent this error during HRGlobal Installation, it is necessary to execute below mentioned SQL Update Statement before HRGlobal Installation to invalidate the Run Balances present for this Defined Balance.

Please follow the steps as given in the patch readme to resolve this issue.

Install Base Transaction Error Troubleshooting

Oracle Installed Base is an item instance life cycle tracking application that facilitates enterprise-wide life cycle item management and tracking capability.

In a typical process flow a sales order is created and shipped, this updates Inventory and creates a new item instance in Install Base (IB).  The Inventory update results in a record being placed in the SFM Event Queue.  If the record is successfully processed the IB tables are updated, if there is an error the record is placed in the csi_txn_errors table and the error needs to be resolved so that the IB instance can be created.

It's extremely important to be proactive and monitor IB Transaction Errors regularly.  Errors cascade and can build up exponentially if not resolved. Due to this cascade effect, error records need to be considered as a whole and not individually; the root cause of any error needs to be resolved first and this may result in the subsequent errors resolving themselves.

In the past the IBtxnerr.sql script was used to diagnose transaction errors, this is now replaced by an enhanced concurrent program version of the script. Java JRE 7 Certified with Oracle E-Business Suite

Java Runtime Environment 7u10 (a.k.a. JRE 1.7.0_10 build 18) and later updates on the JRE 7 codeline are now certified with Oracle E-Business Suite Release 11i and 12 Windows-based desktop clients.

What do you need to do and where are the official patch requirements?

EBS customers should ensure that they are running JRE 7u10, at minimum, on Windows desktop clients.  There are also official patch requirements to avoid compatibility issues of E-Business Suite with JRE 7.  Please refer to Steven Chan's Oracle E-Business Suite Technology blog for all the detailed information regarding this certification.

URGENT: Patches Needed to Prevent Data Corruption in Oracle Payments

Development are seeing a number of datafix bugs being logged related to PPR committing data in Payments (IBY) and missing corresponding payments in Payables.  These bugs have been investigated and fixed, however customers need to proactively apply these fixes to prevent data corruption.

There are two root cause patches available for this case of partial data commit.  It is critical that all R12/12.1 Payments customers apply the following two patches ASAP:

a) Patch 11699958: R12: Error during PPR Leads to Incomplete Data Commit and Inconsistent Status (Doc ID 1338425.1)

b) Patches 15867522: Confirmed PPR Batches Show Payment Initiated - Data Exist Only in IBY Tables (Doc ID 1506611.1)

Check Out The New Search Helper For 'Adpatch' Utility

Have you seen the new Search Helper for problems and documentation relating to the 'adpatch' utility?   Check out the details in Doc ID 1502809.1.

The Search Helper presents you with a wizard-like interface where you select the task you are attempting, the symptoms or errors you are hitting and arrives at a targeted list of solutions based on that information.  This is a simple and quick way of searching for any issues that you are having with adpatch.

The Maintenance Wizard is an E-Business Suite upgrade tool that can guide you through the code line upgrade process from to 12.1.3 with an 11gR2 database. Additionally, it includes maintenance features for most releases of E-Business Suite applications.

The Tool:

  • Presents step-by-step upgrade and maintenance processes
  • Enables validation of each step, tracks the completion of the steps, and maintains a log and status

Tips On Using The Service Contracts Import Program

Prior to release 12.1 there was no supported way to import contracts into the EBS Service Contracts application - there were no public APIs nor contract load programs provided.  From release 12.1 onwards the 'Service Contracts Import Program' is provided to load service contracts into the application. The Service Contracts Import functionality is explained in How to Use the Service Contracts Import Program - Scope and Limitations (Doc ID 1057242.1).  This note includes an attached document which explains the program architecture, shows the Entity Relationship Diagram and details the interface table definitions.

Contracts Import Program Architecture

The Import program takes data from the interface tables listed below and populates the contracts schema tables:  


These interface tables must be loaded via a custom load program.

The Service Contracts Import concurrent request is then submitted to create contracts from this legacy data. The parameters to run the Import program are:

 Parameter Description
 Mode Validate only, Import
 Batch Number
Batch_Id (unique id populated into the OKS_HEADERS_INTERFACE table)
 Number of Workers
Number of workers required (these are spawned as separate sub-requests)
 Commit size
Represents number of successfully processed contracts commited to database

The program spawns sub-requests for the import worker(s) and the 'Service Contracts Import Report'.  The data is validated prior to import and into the Contracts tables and will report errors in the Service Contracts Import Report program output file (Import Execution Report).  Troubleshooting tips are provided in R12.1 - Common Service Contract Import Errors (Doc ID 762545.1); this document lists some, but not all, import errors.  The document will be updated over time.  Additional help is given in Debugging Tip for Service Contracts Import Errors (Doc ID 971426.1).

After you successfully import contracts, you can purge the records from the interface tables by running the Service Contracts Import Purge concurrent program. Note that there is no supported way to mass delete data from the Contracts schema tables once they are populated, so data loaded by the Import program must be fully tested and verified before the program is run to load data into a Production system.

A Service Contracts Import Test program has been provided which will take an existing contract in the application and load the interface tables using the data from that contract.  This can be used as an example for guidance on how to load the interface tables.  The Test program functionality is explained in How to Use the Service Contracts Test Import Program Provided in Release 12.1 (Doc ID 761209.1).  Note that the Test program has some limitations which do not apply to the full Import program and is not a supported program, it is simply a testing tool.
