R12.1 Statutory Patch Released for Australia Oracle Payroll

Attention Australia Oracle Payroll customers:  Statutory updates effective from 01-JUL-2015 for Australia legislation have been released in the R12.1 Patch 21238399:R12.PER.B.          

This patch includes:
     • HELP tax scale changes (includes late change)
     • SFSS tax scale changes (includes late change)
     • PAYG Tax table changes (these are no longer changed with update)
     • Senior Australian Tax Rate Changes (these are no longer changed with update)
     • FBT gross up rate changes for Payment Summary from 1 April 2016
     • ETP threshold changes (CPI)
     • Super threshold changes (CPI)
     • Lump Sum E reportable amount increase to $1,200
     • ETP whole of Income Cap definition
     • Changes to TFN electronic lodgement file including the introduction of TSL (Trade Support Loan). This is an extension of HELP.

This patch will also include new functionality around non taxation of termination payments on death and reporting of employee’s with TFN all 1’s and 28 days has expired.

There's a New Tool in Oracle Payroll...it's the Payroll Dashboard!

A new tool has been delivered in Oracle Payroll, to help you get ready for and progress through your payroll processing. It's the Payroll Dashboard! 

Have you tried the Payroll Dashboard yet?  Have questions on the setup or functionality?  Read on!

Delivered last year in Release 12.1 HCM RUP7 and Release 12.2.4, the Payroll Dashboard provides payroll and assignment information at-a-glance, to assist Payroll Professionals with payroll readiness, analysis and validation for the entire payroll cycle.

The Payroll Dashboard also provides Payroll Administrators with payroll and assignment processing and monitoring tools.

For example, you can...

  • View Assignment Status details to rectify any data issues prior to kicking off the payroll compute cycle
  • Perform both seeded and custom Payroll Readiness checks
  • See a snapshot of payroll process counts and details
  • Monitor, rollback, or retry Payroll processes
  • View, rollback, or retry errored assignments
  • Analyze payrolls by comparing earning and/or deduction amounts between current and previous pay periods, to check for variances

Subledger Accounting for Payroll

Are you thinking about using Oracle Subledger Accounting (SLA) for your Payroll EBS application?

Oracle Subledger Accounting was released in R12 and has the following benefits:
  • Enables corporations to comply with corporate, local and managerial accounting and audit requirements via increased control, visibility and efficiency
  • Streamlines the books closure by providing a common posting engine, so that all subledger products and non-Oracle products can transfer controlled and summarized data to the General Ledger using a standard methodology and auditable, reviewable process
  • Constitutes a single source of truth for all accounting, reconciliation and analytical reporting, by storing journal entries in a common data model


Did you know that Payroll requires some manual setup in order to use SLA?  This is necessary to make sure that YOUR Chart of Accounts is being used to create the accounting, and that the Payroll costing is going to the correct cost code combinations per YOUR business rules. The Payroll setup & usage for SLA is done via the seeded 'Global SLA/Payroll Manager' responsibility.

North American Payroll Year End is Approaching!

As we roll through September, no doubt EBS Payroll folks are starting to think about year end processing for the United States, Canada, and Mexico.  Patching, reconciling, employee tax forms, government filings, oh my!  Whether this is your first EBS Payroll Year End, or you are thoroughly seasoned, you could most likely benefit from a few Year End reminders.

We'd like to make you aware of our Year End Advisor Webcast recordings, which you can download and review at your convenience. These year end webcasts include topics such as patching, balancing, running the Year End PreProcess, printing the employee tax forms, and producing the magnetic media for government filing.  Keep in mind, we'll have new patch numbers for 2014 year end, but the functionality described in the webcasts basically remains the same.

Important Announcement for R12 Oracle UK Payroll Customers

The R12 RTI CONSOLIDATED PATCH: SEPTEMBER 2014 has been released via My Oracle Support:

R12.1 : Patch 18776254:R12.PAY.B

This is a consolidated patch addressing Real Time Information bug fixes impacting P60 reporting, FPS reporting, and the RTI Year to date Reconciliation Report, and more. The bugs fixed are listed in the My Oracle Support  Doc ID 1916775.1 .

The patch Readme has important installation, setup instructions, and guidelines.  Make sure to review the readme prior to applying the patch.

Attention EBS Payroll Customers - Legislative Patches Released!

The following legislative patches were released recently:

Saudi Payroll (SA)
 In SA Localization, effective 01-Sep-2014, GOSI Contribution has increased from 9% to 10% for both employee and the employer and the Unemployment Insurance must be recorded separately in an Information element.

This patch updates the GOSI percentage effective 01-Sep-2014 from 9% to 10% for both the employee and employer for Saudi local nationals. Employee/Employer Unemployment Fund balances hold the corresponding deduction of 1%.

The following patch is now available for download from My Oracle Support: SA UNEMPLOYMENT INSURANCE CHANGES with effective from 01-Sep-2014.

Kuwait Payroll (KW)
 In KW Localization, Unemployment Insurance should not be applicable to employees who are 60 years old or more.

This patch updates the 'KW_SI_CALCULATION' formula so that Unemployment Insurance will not be applicable to employees who are 60 years old or more.

The following patch is now available for download from My Oracle Support:  KW Unemployment Insurance should not be applicable to employees who are 60 years old or more.

United Arab Emirates Payroll (AE)
 In AE Localization, Unemployment Insurance should not be applicable to employees who are 60 years old or more for KW Nationals working in AE localization.

This patch updates the 'KW_IN_AE_SI_CALCULATION' formula so that Unemployment Insurance will not be applicable to employees who are 60 years old or more.

The following patch is now available for download from My Oracle Support:  AE Unemployment Insurance changes for SA and KW Nationals in AE.

The patch numbers are:
Release 12.0: Patch 19028716:R12.PER.A
Release 12.1 Branch: Patch 19028716:R12.PER.B



Each of these patches have the following pre-requisite patch level:
R12.0 - HRMS RUP11
R12.1 - HRMS RUP6

Coming Soon to MOS - New Interactive Troubleshooting Flows for Oracle Time and Labor and Oracle HRMS (UK)

As part of our continuous effort to improve the customer experience, Oracle Support has developed new functionality which will be appearing next week in the Service Request (SR) logging process via MyOracleSupport (MOS). 

We will guide you through targeted questions/answers which are appropriate to the problem types you select when logging an SR.  

You will then be quickly taken to one suggested document (maximum two) containing the solution, based on your selection of problem symptoms.

If a solution is not available, all of the information you have provided to this point will be collected and made available in a Service Request.  Additionally, we will point out information you will need to upload in the Service Request in order to provide a clear description of the issue (i.e. log and, output file, versions, and diagnostics).


Other problem types for other products in HCM will be added and we will communicate those via the blog/community. Please let us know what you think when you have used them.  Your feedback is very important to us.
