End of Tax Year Resources for Oracle UK Payroll Customers

For our Oracle UK Payroll customers, the end of the tax year (5 April) is right around the corner!

Here are a few points of reference that we hope you'll find useful.    

Patching

Important Message for Australia Oracle Payroll Customers

UPDATE OF PATCHING OVER THE NEXT FEW MONTHS

 As in previous years Oracle will endeavor to have the minimal number of patches over the months leading up to 30 June. However this year as there are a couple of large legislative changes there will be more than in past years.

Changes from 1 July 2014  (Only available on 12.0 & 12.1+ )

 As in previous years there will be a patch released around the end of May early June with changes from 1 July 2014. As these changes are dependent on the May budget exact timing cannot be provided till after the budget.

Current known changes (pending changes in budget) change to Medicare Levy rate and SGC rate (this may delayed for 2 years)

Gender Equality Reporting (Only available on 12.1+ )

An off cycle patch for Gender Equality reporting is scheduled to be available at the end of March. A white paper will be available on My Oracle Support at the same time.

SuperStream (Only available on 12.1+ )

 Oracle has decided to release two patches for SuperStream to allow customers as much time as possible to complete data capture and update their current solution.

Patch 1 – scheduled end of April. This will include data capture and superannuation processing in payroll. A high level solution overview for data capture and processing will be available in the next week or so to provide customers with as much information as possible before patch release.

Patch 2 – scheduled late June. This will include generation of XBRL file. (One XBRL file per super fund will be required)

A white paper will be available on My Oracle Support on the complete SuperStream solution around the end of April

Software developers and super clearing houses/super funds are currently working on a standard CSV file format. If this is finalized in time Oracle will also be providing a CSV file format which will be accepted by a large number of clearing houses and funds. However, the CSV file format can only be accepted for the transitional period by funds. If customers wanted to continue using this format past the transitional period they would require a third party to convert the information to the new SuperStream format.

Please contact your super funds  and clearing houses to see if they will be accepting this file format. The delivery of this is unable to be determined at this point as the ATO is still defining the file format. This may not be available in Oracle till after 1 July 2014.

Oracle will continue to communicate to customers as we move forward. As previously stated customers should be working with their super funds and super clearing houses as SuperStream delivery relies on them as well.

Attention Oracle Mexico Payroll Customers: 2013 Year End Phase 1 Patches have been Released!



The Oracle Mexico Payroll 2013 Year End Phase 1 patches have been released and are now available on My Oracle Support.

Please note:
- These patches include both the 2014 Year Begin (Patch 17924551:R12.PAY.x) and 2014 ISR Tax Rates (Patch 18050606:R12.PAY.x) patches. Therefore, it is not necessary to also apply these separately if you have not already done so.
- These patches are different from all other statutory updates (there are additional post installation steps), so please be sure to carefully read the entire patch readme before beginning to install these patches to ensure successful processing.

Here are a few highlights of this patch release:

- CFDI Payroll Payslip XML Interface: The 2014 ISR tax legislation mandates that employers generate employee payroll payslips in XML format in order to get the CFDI (Certificado Fiscal Digital por Internet - Internet Digital Fiscal Certificate) from the government agency SAT. These patches deliver the components to allow customers to generate XML payslips.
Important Notes regarding the CFDI Payroll Payslip XML Interface:
- There are mandatory setup steps after applying this patch. Please read the entire Functional readme for details.
- The CFDI Payroll Payslip XML Interface delivered in this patch includes only mandatory fields. Those fields are described in the XML layouts posted by the government.
- The optional XML fields and several enhancements to this functionality will be delivered in the 2013 Year End Phase 2 patch.
- To comply with the statutory requirements, this functionality generates one XML file per payslip. However, it also generates a single XML file with all the employee payslips.
- State tax updates: The state tax rate has been increased to 3.0% for Distrito Federal, Mexico and Puebla states, effective January 1st, 2014.

Attention Oracle UK Payroll Customers: Year End 2013 / Year Begin 2014 Patches Have Been Released!


On completion of this year's UK Early Adopter Programme (EAP) the following Oracle UK Payroll Year End 2013 / Year Begin 2014 patches are now available to download and apply via My Oracle Support:

R11i Patch 17964873 - This is an HRGlobal patch

This patch will provide the changes required for processing the UK 2013-2014 Year End returns. It delivers the following changes:
  • P60 Changes
  • FPS fixes.
Post Install Steps need to be run after patch installation. The patch Readme has important installation, setup instructions and guidelines.

Employer Shared Responsibility Provision of the Affordable Care Act Patches Available

Many parts of the Employer Shared Responsibility Provision (ESRP) of the Affordable Care Act (or ACA) went into effect at the beginning of this year (2014). ESRP describes the following requirements:

  • Which employers must comply and how they must comply with the provision
  • How employees are defined as eligible for coverage
  • What periods of time employees are eligible for coverage
  • Cost of the coverage to the employee
  • Minimal Essential Coverage definition
  • Reporting to the employee and to the federal government

While transition relief was provided by the Department of the Treasury and the IRS earlier this year which pushed out the penalty and reporting requirements sections of the provision to begin 1/1/2015 instead of 1/1/2014, all other requirements of the provision are still effective as of January 1st, 2014.

As part of complying with the ESRP, employers need to be able to track hours used to determine full time eligibility that are not paid or tracked in payroll or a time keeping system (e.g. military leave, disability leave, workers compensation leave). Additionally, they also need to be able to track Full Time Employees (according to the ACA definition), along with rehires, as well as their eligibility. To assist with these requirements, one off patches have been released for both US HR Only (and Benefits) customers and US Payroll customers.

The "PER" patches for US HR only (and Benefits) customers contain:

  • New fields added to the People form for tracking full time employees as well as rehires
  • Ability to create user defined eligibility criteria based on these new fields
  • Ability to create life events that can be triggered based on changes to these new fields
  • New data elements (mapped to the new fields) added to the System Extract tool

The "PAY" patches (for US Payroll customers) contain the above changes as well as a new informational payroll balance to help track employee service hours. (Please note the informational balance was previously also delivered as part of the End of Year 2013 Phase 3 patch released on January 15th.)

For Oracle US HR (and Benefits) customers who do not have Payroll fully installed, the following one off "PER" patches are now available:

Introducing OTL Analyzer

Oracle Time & Labor Product Support is announcing the new Proactive Diagnostics Script: "OTL Analyzer" that will considerably save the time taken for supporting your issues, and will proactively help you enhance your OTL setup! 

This script will include many helpful sections including what current OTL_Diag.sql script has been providing in addition to new sections that fully scans your OTL Setup, and proactively provide colorful reminders/comments/warnings/errors about areas that might cause potential problems in your output. This script will be helpful for both customers and support.

The analyzer will replace the current diagnostics OTL_Diag script that is being used by both the OTL Customers and Support. The following notes can be used to refer to the new OTL Analyzer for setup and running steps information:

  • How to run OTL Analyzer as a Concurrent Request (Doc ID 1589250.1)
  • OTL Analyzer Tool FAQ (Doc ID 1596937.1)

 This Analyzer / Health Check / Data Collection tool is a PL*Sql script which will check the E-Business Suite environment, and can be executed on all currently released / supported application versions  (i.e. 11.5.10.2, 12.0, 12.1, and 12.2).   As the process executes, it will output diagnostics advice and proactive recommendations within an .html output file.

When reviewing the analyzer output, you can immediately see where issues are identified as they are displayed in red (errors), orange (warnings) or blue (best practices), so that they can be easily seen.  In addition to identifying areas of concerns, the analyzer will also identify My Oracle Support (MOS) articles which can be utilized to resolve the issue.

The following parameters are entered when executing the script and determine the tabs displayed in the output. When the Analyzer is executed, an environment review is performed and feedback provided on:

  • OTL technical information (version, patching, performance, database objects)
  • OTL setup analyzer
  • Employee Preferences
  • Specific timecard data:
  • HXC (Self Service, Timekeeper, API) Timecard Data
  • HXT (OTLR/PUI) Timecard Data
  • Batch information

For Release 12 it is recommended that this script be setup as a concurrent request so that it may be executed by either Functional or Technical representatives from your business.

North American Payroll - Tax Interface

If you have been thinking about switching to the 'Enhanced + Wage Accumulation' tax interface, this is the perfect time - before running the first payroll of the new year!  Switching at the beginning of the year helps ensure that the wage and tax balances are accumulated consistently for the entire tax year, instead of switching mid-year and then having to make balance adjustments to clean up the balances.  

The Wage Accumulation functionality provides an override capability to how Oracle Payroll accumulates wages. With the 'Enhanced + Wage Accumulation' tax interface, you can choose to: 1) accumulate wages only if tax withheld or 2) always accumulate wages.  This impacts how the State wages are reported on the Employee W-2.

The switch is made by running the 'Select Tax Interface' US Payroll concurrent process and the recommendation is to do this at the beginning of the tax year, before you've run your first payroll of the new year.

Details about the Wage Accumulation functionality can be found in Doc ID 460678.1 Wage Accumulation Readme.

Also new with the 2013 Q3 / YE Phase 1 statutory patch is the ability to turn on the Wage Accumulation functionality at the business group level, by setting the applicable year from which the 'Enhanced + Wage Accumulation' tax interface will be in use (only 2013 or later can be used).  You can learn more about BUSINESS GROUP LEVEL CONTROL FOR ENABLING WAGE ACCUMULATION in the Q3-2013 readme note:

Diagnostic: HCM Technical Analyzer Now Available!

The HCM Proactive Support Delivery Team is introducing the HCM Technical Analyzer, a Health-Check script which reviews your overall HCM footprint by analyzing your current configurations and settings for your HCM environment.  The HCM Technical Analyzer is a non-invasive script which is designed to provide proactive feedback and recommendations associated with the HCM instance on which the analyzer is executed.

This Analyzer / Health Check / Data Collection tool is a PL*Sql script which will check the E-Business Suite environment and can be executed on all currently released / supported application versions  (i.e. 11.5.10.2, 12.0, 12.1, and 12.2).   As the process executes, it will output diagnostics advice and proactive recommendations within an .html output file.

When reviewing the analyzer output, you can immediately see where issues are identified as they are displayed in red (errors), orange (warnings) or blue (best practices), so that they can be easily seen.  In addition to identifying areas of concern, the analyzer will also identify My Oracle Support (MOS) articles which can be utilized to resolve the issue.

The Analyzer can be executed using one of two 'Run Type' parameters: 

  • Run Type = ISSUES, which will execute the Analyzer / Health Check with the output geared to customer problem resolution. This option will display only those sections where an issue or potential issue is identified so that you the customer can proactively address them.
  • Run Type = ALL, which will execute the Analyzer as a Data Collection tool which can be used to assist an Oracle Support Engineer in resolving an issue.

 The Analyzer is designed specifically to be used with the Human Capital Management (HCM) products, which is driven by the following input parameter values:

  • BEN - Benefits
  • HR - Human Resources
  • IRC - iRecuitment
  • OTL - Oracle Time and Labor
  • PAY - Payroll
  • SSHR - Self Service Human Resources
  • ALL - All HCM products above.

When the Analyzer is executed an environment review is performed and feedback provided on: 

  • Performance related setups and checks
  • Invalid objects, disabled triggers, and database issues
  • Profile settings
  • Packages and java classes version
  • Patching status.

It is recommended that this script be setup as a concurrent request from the E-Business Suite interface so that it maybe executed by either Functional or Technical representatives from your business.

Please note the following:

The Oracle Mexico (MX) Payroll Year End/Year Begin patches are released separately from the US and Canada Year End patches.
The Americas Year End patches do not contain the Mexico Year End updates.
Global customers need to apply both the Mexico Year End/Year Begin patches and the US and Canada Year End patches.

Important Year End Prerequisite Information for Mexico Payroll customers:

* HRMS Release Update Pack 11 for 12.0 (patch 16077077) is a mandatory prerequisite for Year End 2013/Year Begin 2014 for R12.0 customers.
* HRMS Release Update Pack 6 for 12.1 (patch 16000686) is a mandatory prerequisite for Year End 2013/Year Begin 2014 for R12.1 customers.

End of Year 2013 Mexico Payroll Patch Release Schedule:

The patch release schedule for 2013 Year End/2014 Year Begin patches for Oracle Mexico Payroll is as follows:

  • December 15, 2013: End of Year 2013 Phase 1
    - this patch will include Mexico payroll bug fixes and is mandatory for year end processing.
  • December 31, 2013: Year Begin 2014 Patch
    - this patch will include minimum wage and ISR Tax rate updates and is mandatory for existing customers.
  • January 31, 2014: End of Year 2013 Phase 2
    - this patch will include phase 1 and Year Begin patch content plus any other statutory update posted after Year Begin.

- This is a tentative schedule and may vary depending on the legislative postings in order to provide timely patch releases to Mexico Payroll customers.

HCM: North American Payroll Year End Checklist

Attention North American Payroll Customers! 

For those of you who are running your first Year End on Oracle Payroll or customers who have migrated from 11i to R12, we’d like to recommend some additional steps and references prior to producing the US Employee W2 PDFs and Canadian T4s. We recommend these steps to be performed early in the year end cycle.  Keep in mind, this is a sample checklist of year end activities, not all-inclusive by any means, but intended as a starting place. Since every business is different, you may have some things to add to this list to specifically tailor it to your business needs. 

  • Apply Year End Prerequisites – Base Line for Year End as referenced in the mandatory patch lists.

  • Submit the concurrent program Run Balance Architecture Diagnostic Report to see if there are any invalid run balances or balances with incorrect dates. Correct any invalid balances.  For more information on Run Balances, check out this note on My Oracle Support:  Useful Information About Payroll Run Balance (A Reference Consolidation) (Doc ID 344914.1)
  • Prepare your internal Year End Calendar and review last year’s issues
  • Ensure that you have the correct Employer Data and transmitter setup in the System  (GRE / PRE)
  • Verify that all employees’ data is complete:  addresses, valid national identifiers, social security number. 
  • Reconcile your payroll runs and statutory deductions. There are several seeded reports for use in reviewing employee data & reconciliations.  More information can be found in the year end guides: 
  • Verify that there are no negative amounts for employees.  See the year end guides listed above for assistance.  
  • Check all Taxable benefits
  • Third party interfaces – Make sure you have all information that you need to feed into the application for year end data.
  • Perform any necessary balance adjustments.  For additional information on balance adjustments, check out these whitepapers:

  •  Perform a test Year End run to confirm that all data is reporting to correct forms and boxes:
    • Submit the Year end pre processor for each GRE / PRE. 
    • Submit and review the tax forms and / or registers (ie. W2, T4, T4A, RL-1, RL-2)
    • Schedule test print of Year End tax forms
