US & CA Legislations: 2016 Annual Geocode patch has been released



The 2016 Annual Geocode patch has been released for

**Note: The Release 11i 2016 Annual Geocode patch is only available to those customers who purchased continuing legislative support for the US HRMS localization.

Note that each of the patches requires the post install steps of running the data installer and hrglobal.drv as well as the Geocode Upgrade Manager concurrent process.

Please be sure to carefully read all the readmes before beginning to install this patch, to ensure successful processing.

We would like to make you aware of several important points. Please read this entire note carefully.

Please note this patch contains the Annual Geocode updates for both Oracle US and Canadian HRMS customers. The updates contained in this patch will also be included in the End of Year 2016 Phase 1 patch which is targeted for release on September 30th.
It is important to note that if you do not apply this Annual Geocode Update patch, then running the 'Geocode Upgrade Manager' process to upgrade the geocode data will be a mandatory post installation step when applying the End of Year 2016 Phase 1 patch.

UK: New National Insurance Prefix

As of  July 4th 2016,  a new prefix ‘KC’ was brought into use for National Insurance (NI) numbers. 

Unfortunately, the HMRC (Her Majesty's Revenue & Customs) systems for Real Time Information (RTI) submissions has not been not updated to accommodate this new prefix.  The specifications provided to the HMRC software developers were not amended to include this in the list of valid prefixes for NI numbers. 

As a result of this, any RTI submissions which include a NI number with the prefix of ‘KC’ would be rejected by the HMRC systems. 

HM Revenue & Customs are aware of this and are currently working on a resolution.  Please see the following update from HMRC:

Once HM Revenue & Customs (HMRC) has resolved the issue and provides further guidance, Oracle will take the appropriate action to ensure customers can process the 'KC' prefix correctly.

Released ! Netherlands Legislative Patch for PGGM Data Capture Changes Effective 01-Jan-2017



Starting in 2017, PGGM wants all software vendors to use the new file format (UPO), including using the corresponding new processes to create the file.
The UPO file is a general pension file that can be used by a large group of pension funds.

This patch delivers data capture changes required for generating the PGGM report in the new file format.

Debug Mode for RTI - Full Payment Submission (FPS)

Oracle E-Business UK Payroll is announcing the delivery of  Debug Mode Submission for Real Time Information (RTI) - Full Payment Submission (FPS). 

To simplify the process and reduce the time required to produce the log and output files, the RTI process - Full Payment Submission Process (FPS) 2016/17 now includes two new parameters which will restrict the output only for the employee whose name is selected for the parameter "Person Name".

  1. Debug Mode (LOV with values Yes and NO) – default set to No
  2. Person Name (LOV detailing the person names processed in the selected prepayment)

      • R12.1 : 23311175:R12.PAY.B -  ENABLING OF DEBUG MODE FOR FPS PROCESS
      • R12.2 : 23311175:R12.PAY.C -  ENABLING OF DEBUG MODE FOR FPS PROCESS

TYE-16: Direct Earnings Attachment Reference Number Changes

Attention:  TYE-16: DIRECT EARNINGS ATTACHMENTS 2016 CHANGES have been released for Public Sector Payroll

The Social Security (Overpayments and Recovery) Amendment Regulations 2015, which came into force in April 2015, introduced a number of changes to the DEA calculation which require changes to the existing Oracle functionality. 

The R12.1 patch has been released as a legislative patch and is generally available on My Oracle Support (MOS).  R12.2 is to be released soon.

UK: TEACHERS PENSION MONTHLY DATA COLLECTION CHANGES

UK: Teachers Pension - Monthly Data Collection (MDC)

The Development Team has released another patch for the UK: Teachers Pension MDC functionality.

The latest patch for MDC is:

  • Patch: 23241667 R12.PQP.B - TEACHERS PENSION MONTHLY DATA COLLECTION CHANGES

This patch is different from all other statutory updates as it  includes all hrglobal changes and any prerequisites.  You do not need to download the latest hrglobal patch, but MUST run DataInstall and hrglobal.drv after applying this patch to load the statutory content.

This patch delivers Teachers Monthly Data Collection changes along with the following:

  • Name and format of output file
  • Concurrent service not working where two assignments at same estb
  • Mid-month element changes (element change, element start/end)
  • PT Salary incorrectly being returned for Update lines for FT employee
  • Leaver's issue
  • Email issue
  • Supply Teachers



If you wish to transition to the Monthly Data Collection (MDC) functionality, then please go ahead and configure your environment in line with MOS Note 2116089.1 : UK TPA Monthly Data Collection Report Whitepaper.

Please note, if you did not apply the triggers Patch 22893105 prior to the 1st April 2016, events will not be tracked for MDC reporting prior to applying these event triggers. If this is the case, you will need to submit a part year ASR prior to moving to MDC. Individual customer requirements will need to be discussed with Teachers Pension during the on boarding process with TP.

Oracle México Payroll: CFDI Payment Method Coding

According to the Secretaría de Hacienda y Crédito Público (SHCP), effective July 15, 2016, all of the CFDI Payroll XML Payslips must include the new numeric codes posted on June 3, 2016.  See reference document: here

The CFDI 'metodoDePago' XML tag has changed from a free text format to numeric codes. 

The new CFDI Payment Method Coding patch has been released and is now available on My Oracle Support!

Republic of Korea: Patch containing 2016 Statutory Updates-KR.80 effective July 2016, and other enhancements have been released

The following Korea Cumulative Release Patches - KR.80 have been released via My Oracle Support :


Release 12.1 : Patch 23524584:R12.PER.B

Release 12.2 : Patch 23524584:R12.PER.C



This patch contains 2016 Statutory Updates for the product Oracle HRMS (Republic of Korea).
Effective July 1st, 2016, the minimum and maximum standard monthly earnings for National Pension are changed.

The patch modifies the following globals to change their values effective July 1st, 2016.

NP_PREM_SME_MIN_LIMIT:   280,000
NP_PREM_SME_MAX_LIMIT: 4,340,000

 Please note that Post Install Steps must be run after patch installation.

AU.24 Australia Cumulative Release was released on June 8th, 2016, and is available on My Oracle Support (MOS) !

This patch includes Statutory changes effective 1 July 2016, This includes

Patch 23098300:R12.PAY.B is a consolidated patch.
The Patch for release 12.2 will be released next week.


Patch Readme (Doc ID 2072952.1) has important installation, setup instructions and guidelines.

Note:

This patch includes the already released TYE patch 22669294:R12.PAY.B as prerequisite.

Hence, if customers have already applied the TYE patch and run hrglobal.drv (post install for PER GB and PAY GB), then the users need not re-run hrglobal.drv again.

Attention Australian (AU) Legislative Payroll Clients, a Payment Summary Patch Has Been Released.

Customers who are using Australian (AU) Payroll and who have applied AU.23 patches for Year End processing must also apply the below patch on respective code lines:

Release 12.1 – Patch 23201428:R12.PER.B - Selected Payment Summary LOV lists multiple rows.
Release 12.2 – Patch 23201428:R12.PER.C - Selected Payment Summary LOV lists multiple rows.

The Issue Fixed:

Currently “Selected Payment Summary”  list of values (LOV) is retrieving multiple assignment records when entering assignment number in "Selected Payment Summary" field and search for the records in "Self Printed Payment Summary" page.

We have modified the LOV mapping property for "Selected Payment Summary" LOV in "Self Printed Payment Summary" page to retrieve single record based on the selected year.

Our HCM payroll development team has released R12.1 Patch 23060964:R12.PAY.B RTI - Real Time Information changes: Consolidated patch: May 2016 via My Oracle Support.


R12.1 : Patch 23060964:R12.PAY.B

This is a consolidated patch addressing Real Time Information bug fixes.
The bugs fixed are listed in the readme (Doc ID 2133943.1 - RTI Consolidated Patch May 2016).

The patch Readme has important installation, setup instructions and guidelines.
The RTI Consolidated patch for release 12.2  (Patch 23060964:R12.PAY.C) will be released by shortly.

Note:
This patch includes TYE Patch 22669294:R12.PAY.B - TYE16: TAX YEAR END CHANGES : FINAL PATCH as pre-requisite. Hence, if customers have already applied the TYE patch and ran hrglobal.drv (post install for PER GB and PAY GB), then the users need not re-run hrglobal.drv again.

HRMS UK: RTI Adress Validation

Customers should review and apply the following patches which can cause issues when submitting files to HMRC relating to validation of addresses.

23024500: RTI-FPS DOESN'T CONTAIN VALIDATIONS FOR ADDRESS LINE1 FOR EMPLOYEES . 

This issue occurs if the user has any invalid characters in address lines and the FPS process is submitted with Parameter "Include Address Details" set to "Always". In this scenario address validation is not happening as expected and the FPS EDI file is generated without reporting any error message for invalid address.

As stated in our earlier communication, after the release of Tax year patch 22669294:R12.PAY.B for release R12.1 some additional bug fixes have been released for RTI.

This whitepaper provides the list of issues reported for RTI along with the corresponding patch numbers that deliverthe fix.  It is updated with any fixes released for RTI and should be monitored regularly to ensure you are aware of any patches which should be applied.

We are currently working to provide the following consolidated patches to deliver all RTI changes.  These should be available around the middle of next week and will include all the RTI fixes listed against note 1324671.1.
