Affordable Care Act: What's Just Over the Horizon?

For most, the last couple of months has been a hectic time!  With the distribution of the 1094/5-C forms completed, now is the time to prepare for filing your 1095-C data with the Internal Revenue Service (IRS).


The following 2 steps need to be taken by every E-Business Standard or Advanced Benefits customer (who will be using Oracle to file their 1095-C data with the IRS):

Step 1: Register to use IRS e-Services Tools
Step 2: Apply for their Information Return Transmitter Control Code - TCC


The best place for you to learn more information about these two (2) steps is from the IRS itself -  it's important to go out to the IRS Site Affordable Care Act Information Returns (AIR) Program and review the section titled 'Here’s what you need to know to get started with AIR' .

Registering and applying for your TCC code could potentially take a bit of time, so it is important to get started on these activities as soon as possible.



Additionally, there are 2 important things that EBS Benefits Development want you to be aware of,  they are:

  1. Oracle - EBS Benefits will only be supporting electronic (not paper) filing
  2. Oracle - EBS Benefits will be supporting the UI channel not A2A

Affordable Care Act (ACA) Employer Information Reporting Requirements for Reporting Year 2015

We would like to make you aware of some recent E-Business Benefits patch releases that provide important updates concerning the Affordable Care Act (ACA) Employer Information Reporting requirements for reporting year 2015. As has been mentioned in previous announcements: In order to accommodate the Employer Information Reporting requirements under the Affordable Care Act, Oracle Development is following a "phased" approach by delivering a series of patches that supply what is required for supporting Forms 1094-C and 1095-C.

Since the beginning of this year, the following ACA Reporting-related patches have been released for Release 11i*, 12.1 and 12.2 customers.

2015 ACA Consolidated Reporting Patch - I**

Patch Highlights:

  •  New multi threaded concurrent process for printing employee/recipient Forms 1095-C
  •  New options to rearchive a single employee's data and/or print (or reprint) a Form 1095-C for a single employee via the View Employee Archive Data Page.
  •  Miscellaneous additional bug fixes

Further patches will be forthcoming in early 2016 that will provide EBS US Standard and Advanced Benefits customers with the ability to input data for COBRA eligible employees (those who gained eligibility due to reduction of hours) when COBRA is administered by a third party. This will include eligibility/offer and cost information along with details on the coverage of the COBRA employee and dependents in self-insured plans. Additionally, further "consolidated reporting" patches will also be released that contain important ACA Reporting-related bug fixes. Future patches will also deliver the ability to file/transmit employer information returns electronically with the IRS. Please note Oracle Development will not be supporting paper filing with the IRS.

"ACA Phase 2" delivers the ability to archive, generate and print the actual Forms 1095-C for employee recipients.

The ACA Reporting Phase 2 Patch 22141344:R12.BEN.C, is currently available for download from My Oracle Support for Release 12.1 customers using Standard or Advanced Benefits.

  • Release 12.2 customers must be on Release 12.2 HRMS RUP2 or later in order to apply this patch.
  • Before applying the ACA Reporting Phase 2 patch, the 2015 ACA Reporting Phase 1 Patch 21162146:R12.BEN.C must also be applied.

Announcement ! HCM Technical Analyzer has been RENAMED HR Technical Analyzer




Announcement !!

HCM Technical Analyzer  has been renamed  HR Technical Analyzer.


Based on valuable customer feedback, the Oracle EBS HCM team has reworked the HCM Technical Analyzer and this has been re-released as the 'HR Technical Analyzer'.




Payroll, OTL and Benefits information were removed from the HCM Technical Analyzer, as these are available in specific analyzers:

The HR Technical Analyzer is a self-service health-check script that reviews HR related data, analyzes current configurations and settings for the environment and provides feedback and recommendations on best practices.  Analyzers may also be used as data collection tools by Oracle's support engineers.  Your application data is not altered in any way when you run this analyzer.


Information are structured in sections, but you can use “Show All Sections” and “Expand All Checks” in order to see all information.

Please, ensure that you download the latest version and you setup the new analyzer as concurrent request:

  1. Copy file HRTechnicalAZ.ldt on your server and use the applications FNDLOAD command below to import the concurrent program definition into your instance. 
    Run this command from the directory where you have downloaded the ldt file on your server, and note that the APPS password is needed:       

    FNDLOAD apps/apps_password 0 Y UPLOAD $FND_TOP/patch/115/import/afcpprog.lct HRTechnicalAZ.ldt PROGRAM APPLICATION_SHORT_NAME="PER" CONCURRENT_PROGRAM_NAME="HCM_ANALYZER_SQL" CUSTOM_MODE=FORCE

  2. This creates the concurrent program "HR Technical Analyzer" in the Human Resources application.

  3. Assign this concurrent program to all responsibilities that are used and run it as concurrent request.


Analyzers are designed by Oracle Support to proactively assist you to better diagnose and maintain your Oracle Application environments.  We welcome and encourage you to share your feedback via the HR Analyzer feedback link in the My Oracle Support Community : Human Capital Management - EBS (MOSC) .

News for Oracle HRMS (Japanese) Users: 'My Number Act’

Are you wondering how Oracle HRMS (Japanese) will address the new 'My Number Act’?  Read on!


As per the new Japanese legislation, a new ID number system is required to be used in administrative procedures in Japan. The so-called ‘My Number Act’ is scheduled to be launched in January 2016. Japan will start assigning numbers to its citizens in October 2015.

This new ID number system will have some impact on Oracle's Japanese Human Resources and/or Payroll products, and we want you to be aware of how Oracle will address this legislative change. 

As such, Oracle Development has released a whitepaper:  E-Business Suite HRMS (Japan) My Number Act 2016 Position Statement (Doc ID 2016828.1).  Please go to My Oracle Support to read the document, so that you can be informed on how Oracle HRMS for Japan delivers these changes.

Attention: 2015 Legislative Patches Released for The Netherlands

For Dutch localization we have released three patches for all legislative changes effective as of 1 January 2015.

Legislative updates 2015

Tax Table Updates 2015 for the tax calculations 2015
Legal Minimum Wage Changes effective from January 2015
Effective from 2014 all residents of NL will have BSN

Announcing Oracle Mobile Timecards for Oracle E-Business Suite, Release 12.1 and Release 12.2


Oracle E-Business Suite Development is pleased to announce the availability of Oracle Mobile Timecards for Oracle E-Business Suite iPhone application.  With this new mobile app, users can record time on the go, and quickly submit timecards to ensure that downstream processes like Payroll, Projects Costing and Vendor Settlements are executed on time. Key features include:

  • Enter time day-wise for easy time booking
  • Enter time in Quick Time or Regular Time modes
  • Support Payroll and Projects based time entry
  • Aggregate day-wise entries into timecard periods
  • Submit and view timecards while on the go

Oracle Mobile Timecards for Oracle E-Business Suite is currently available on OS, and Android availability is planned. It is available to Oracle E-Business Suite customers as part of an existing Oracle Time and Labor product license; no new "mobile" license is required.

You can download Oracle E-Business Suite Smartphone Applications directly from the Apple Store and run them on Oracle Business Suite 12.1.3 or 12.2.3 – the same client-side code runs with either release:

HCM: Introducing the 'HCM Person Analyzer' for EBS Human Capital Management

HCM Product Support is introducing the HCM Person Analyzer - an Analyzer/Data Collection tool to assist in displaying information for a specific person or multiple persons.  The information can be used by both customers and Oracle Support to analyze and troubleshoot issues for a person and their related HCM data (including assignments, elements, periods of service, etc). 

The analyzer provides similar information currently gathered from Diagnosing Oracle HCM Person Issues Using PER.zip Doc ID 168181.1 but in an HTML format.  

 Additional benefits of the HCM Person Analyzer include:

  • Parameter driven, so can be executed for a single person_id  or multiple person_ids
  • Ability to execute the analyzer at any time 
  • Can be setup as concurrent request

 

This is the initial delivery of the analyzer.  Over time, we expect to release enhanced versions of the script which identify potential data issues and highlight My Oracle Support (MOS) articles which can be used to resolve an issue.   

The Analyzer is a PL*Sql script which can be run for all supported application versions (11i, 12.0, 12.1, 12.2) and provides the following types of information:

  • Instance, database and installation details
  • Patching status
  • Person complete information
  • Common Information
