Original apt API files

With the transition of the java.net site to a new infrastructure, the time has come to retire the long-hosted but dormant apt mirror API project, https://aptmirrorapi.dev.java.net/.
The old source bundles in the project are just the JDK 5 apt API; the implementation was not included. This apt project predated OpenJDK; with OpenJDK, the apt API and implementation (and much, much more!) has been available under an open source license for several years.
Additionally, annotation processing should transition away from the first-generation apt to the much-improved and standardized JSR 269 annotation processing available since JDK 6 and supported directly in javac. Moreover, the apt tool and API have been deprecated as of JDK 7.
