In Oracle’s Journey Into Community Development, we described the seven steps leading up to our entry into this government technology marketspace. In this post, we’ll elaborate on that journey and dive into the importance of purpose-built capabilities.
Permitting and licensing is a complex service area within the government. It represents a wide range of activities, such as reviewing applications, conducting public hearings, performing plan reviews, managing inspections, performing code enforcement, and more — all with an underlying need to provide customer service to a diverse set of “customers” (i.e., property owners, construction and architecture/engineering professionals, and business owners). All of this is done within the government's commonly-found challenges, such as tight budgets, outdated technology, and performance management.
To be successful in this environment, it’s not enough to take a one-size-fits-all approach of reusing technology capabilities across all user groups. It requires purpose-built capabilities designed to meet the complex needs of the specific workgroups, such as inspectors, code officers, plan reviewers, permit technicians, and licensing specialists, involved in permitting and licensing. Only with these purpose-built capabilities can we maximize staff productivity and improve the delivery of services to the customers they serve.
The following are just a few examples of purpose-built capabilities in Oracle’s Permitting and Licensing product.
Plan review activities built into workflow are inflexible and treat all applications the same. We know that’s not effective as applications may vary greatly in their scale and complexity. To address this, we allow plan review staff to “right-size” their plan review cycles based on the complexity of the application. In doing so, staff determine how many review cycles are required, and for each review cycle, select which application documents need to be reviewed and by whom. This allows staff to ensure the plan review process meets the needs of the individual application submission, whereas other workflow-based plan reviews treat all applications the same.
Development projects can be complex, requiring applications for land-use entitlements, construction, and other permits and licenses. Using our project container, users can easily create projects of related applications (transactions), and in the project view, have access to aggregate data for all transactions within the project. This allows users to see application status, fees and payments, application attachments, and other data for all project transactions in a single space, with visualizations of the data provided through embedded charts and graphs.
Pre-application consultations ensure that an applicant understands their application(s) requirements from the start. These consultations also help agency staff better understand the context of applications and to anticipate potentially significant increases in workload. For those reasons, we included capabilities to assist with the scheduling, management, and outcome tracking of these consultations so that applicants have a positive and successful experience navigating an organization’s permitting and licensing processes.
