In the past, application development
and testing has been a safe way for IT shops to try out cloud platforms and
infrastructure. Just give developers a corporate credit card and some time to
tinker. But the gains from cloud-based application development and testing—cost
savings, faster results, better code—are so compelling that it is set to become
the dominant way dev/test gets done. Such a shift could soon create a US$150
billion global opportunity for IT, as 100 percent of dev/test migrates to the
cloud.

That's the case Oracle CEO Mark Hurd
made in
a recent interview with SiliconANGLE's John Furrier
. By avoiding the IT
labor cost to set up dev/test environments, the capital investments such as
data centers, and the delays associated with traditional on-premises dev/test,
Hurd sees that IT can achieve a clear-cut ROI from moving dev/test to the
cloud—"an intellectual layup," he said.
