Legislative Update for PeopleSoft HCM Global Payroll Spain

In April Oracle published the 4th delivery of Tax Update for 2016 responding to changes affecting Social Security reporting (AFI File) as a result of the RED bulletin 2016/01. In particular the delivery contains code changes on the AFI file generation to allow:
  • Communication of Labor Agreement code applicable to the employees, including modification or deletion.
  • Rename of the AFI event MHU to MIN, as it is now used not just to communicate strikes but also other inactivity periods due ERE.
  • Update on xlat values.

Legislative Update for PeopleSoft HCM Global Payroll Spain

Oracle has delivered 2nd and 3rd deliveries of Tax Update for 2016 responding to the following legislative updates:
  • Changes on XML reporting for Tripartite Foundation effective for 2016 (2nd delivery of 2016 Tax update)
  • Reaction to RED bulletin 2015/09: Changes on the FDI reporting to Social Security corresponding to the new procedure of communicating temporally disability through RED system and ability to report Company Certificate for Maternity and Paternity leaves. (3rd delivery of 2016 Tax update)
Additionally Oracle has published changes related:
  • Tax Deduction Report (Certificado de retenciones e Ingresos a cuenta) to adapt it to the new requirements for 2015 reporting established in Orden HAP2429/2015
  • Cret@ reporting (Sistema de Liquidación Directa) that may benefit all the customers.

Legislative Update for PeopleSoft HCM Global Payroll Spain

Starting January 2016,  Tax and Social Security legal changes have been published affecting Global Payroll Spain:

1) New Social Security upper ceiling,  maximum and minimum bases amounts and contribution rates for training contracts.
2) Statutory rates for 2016 like SMI have been modified.
3) Changes apply to the taxes calculation (IRPF and IRNR)
4) New Layout of Model 111 to be used for 2016 tax reporting

Legislative Updates for PeopleSoft HCM Global Payroll Spain

The Government has published changes on IRPF for 2015 that can be applied from July/August 2015 which will mean a tax reduction for every employee. (RDL 9/2015 de medidas urgentes para reducir la carga tributaria soportada por los contribuyentes del Impuesto sobre la Renta de las Personas Físicas y otras medidas de carácter económico)

Oracle has delivered the changes to react to this legislative change to be applied either in July or August Payroll.

Legislative Update for PeopleSoft HCM Global Payroll Spain

Starting January 2015,  Tax and Social Security legal changes have been published affecting Global Payroll Spain product:
1) Social Security upper ceiling and maximum bases amounts have been updated.
2) Statutory rates for 2015 like SMI have been modified.
3) Changes have been on the taxes calculation (IRPF and IRNR) as reaction to the Law 26/2014 of November 27th.
4) Withholding bracket for Navarra has been updated.

Legislative Update for Peoplesoft Global Payroll Spain

Starting January 2014,  Tax and Social Security legal changes have been published affecting the PeopleSoft Global Payroll Spain

1) Tax rates for historical territories Alava, Guipuzcoa and Vizcaya have changed.
2) Social Security upper ceiling and maximum bases amounts have been updated.
3) Changes have been done to react to  RED Bulletin 2013/10 on Social Security calculation and reporting.


Additionally we have delivered an update for PeopleSoft Global Payroll 9.0 to include banking file following the norm CSB34_14. This will allow Spanish customer to extend by two years the transition period to adapt their payments to SEPA requirements.

Legislative Updates for PeopleSoft Global Payroll Spain

Starting Jan 2013, the Tax and Social Security legal changes have impact on the Global Payroll Spain product:
1) Tax rates for historical territories Alava, Guipuzcoa and Vizcaya have changed.
2) SMI Rate has been increased of 0,6 %.
3) Social Security ceilings and minimum/maximum bases amounts have been
increased.
4) Tax Calculation Algorithm has been changed to reflect fact that in 2013 there
will be no regularization with cause 11 for employees with house mortgage
deduction.

Legislative Changes for PeopleSoft Global Payroll & HR for Spain

Rules have been updated in PeopleSoft Global Payroll Spain in order to react to RED bulletin 2012/06 affecting available values of Reduction types and Special Collectives.
As a result of the publishing new version of the Company Certificate for Maternity/Paternity leave, we have also modified the standard reports to comply with the new format.

Additionally, code changes have been done in the PeopleSoft HR Spain localization to react to the changes in the AFI reporting contained in the RED bulletin 2012/07 and 2012/08. We also have updated the Contrat@ feature to comply with the recent changes in the XML schemes.
