Payment Summary Changes for 2013 - 2014

The Australian Government recently released changes to the Electronic Payment Summary Specifications. The changes largely focused on restructuring sentences, changing words and certain terms for better understanding and keeping the intent/information unchanged. Apart from such aesthetic changes we also observed changes that clearly specify the reason for Employment Termination Payment and these changes were delivered by Oracle in the previous financial year. Our position statement has been revised to include these updates.

Workplace Gender Equality (WGE) Act

The Workplace Gender Equality Agency (an Australian Government statutory agency) has announced achieving gender equality is important for workplaces not only because it is ‘fair’ and ‘the right thing to do’, it is also vitally important to the bottom line of a business and to the productivity of Australia. Employers are required to lodge a report comprising a workplace profile in the same format as under the Equal Opportunity for Women in the Workplace Act 1999 (EOWW Act), with no salary data required. This Agency works with employers to help them comply with the new reporting requirements under the Workplace Gender Equality Act 2012. PeopleSoft HCM RTI Legislative Update for Global Payroll United Kingdom

The HMRC announced changes to some of the requirements for submissions from April 2013 and published new versions of certain MIGs. These updates have been integrated into the PeopleSoft application as part of RTI 13-14 MIG Specifications for various file generation like EAS, FPS, EPS and NVREQ. All PeopleSoft Global Payroll United Kingdom customers will be required to comply with the legislative changes and complete migration to Real Time Information by October 2013 as stipulated by the HMRC. PeopleSoft Global Payroll United Kingdom provides these legislative changes to allow customers to start the migration process and for those customers chosen, take part in the pilot phase of the HMRC project.
 
Real Time Information will replace the EOY (End of Year) and In-Year Filing processes that currently exist and all employers in the United Kingdom will be legally bound / compliant by the date specified, October 2013.

PeopleSoft Global Payroll for United Kingdom products have been adding functionality along the way to support the requirements for Real Time Information known as RTI. A whitepaper outlining the changes that have been introduced by HMRC for the tax year 2013-14 (including the earlier Year Updates for 2012–13) is now available on My Oracle Support, Document ID 1586706.1. This document provides valuable information for UK based employers (including UK subsidiaries of overseas organizations) who plan to implement RTI in PeopleSoft Global Payroll United Kingdom to comply with HMRC regulations. Legislative Update for PeopleSoft Global Payroll Singapore

The PAT - IRAS file specification has been updated to incorporate the latest Inland Revenue Authority of Singapore policy changes. Only version 9.0 will be accepted for IRAS submission via PAT system for year of assessment 2014. Customers shall have to comply with this change. UPDATE 9/2013: Peoplesoft Benefits and Payroll for North America - How does the new Healthcare Legislation impact your PeopleSoft products?

The PeopleSoft Payroll for North America/Benefits products have been adding functionality along the way to support the requirements for HealthCare reform.  One big piece of legislation that is still evolving is Employer Shared Responsibility.  In July of this year the IRS announced that they were going to defer this requirement until 2015 to allow time for the IRS to find a better way to support the requirement. 

On September 5, 2013 the IRS released the proposed guidelines and invited stakeholders to submit comments on the proposed rules through early November 2013.  Once the IRS finalizes the rules, PeopleSoft can take a position on what should be done.  We have revised our Position Statement, specifically on Shared Responsibility on September 20, 2013 to include new information.  The revisions can be found on Page 17.  The updated Position Statement can be found on My Oracle Support, Document ID 1080659.1.

Legislative Updates for PeopleSoft HCM Global Payroll Malaysia

Effective August 1st, 2013 EPF Contribution applicable until 55 years of age is now being extended till 60 years of age and the rates remain unchanged i.e., 12 percent from employers; 11 percent from employees. As part of the measures that were designed to spur the transformation of Singapore’s economy, inclusive and sustainable growth, and higher wages for Singaporeans, the Singapore Government in Budget 2013 announced few amendments with respect to CPF contribution rates for low wage workers, foreign worker levies & dependency ratio ceilings for marine and services sectors. These statutory changes has various effective dates starting from July 2013 until July 2015.

Introduction of Shared Parental, Child Care and Adoption Leave Payments

In January 2013, Ministry of Manpower has amended legislations to support work life harmony and encourage shared parental responsibility. They introduced new Leave Payments which are effective 1st of May 2013.

Key highlights of the amendments are;  Introduction of Shared parental leave, Adoption and Extended Child Care Leave along with increase in Paternity Leave days from 3 to 1 week.

Legislative Changes to PeopleSoft HCM Products - Federal Customers

The Middle Class Tax Relief and Job creation act of 2012 P.L. 112-9 made significant changes to the Federal Retirement System in regards to how to determine an employee’s coverage. Starting in 2013 the employee’s contribution rate for (most) newly hired employees (or rehired employees with less than five years FERS service) will to pay significantly higher employee contributions.  In addition, members of Congress and Congressional employees will pay a higher rate and will accrue retirement benefits at the same rate as regular employees. 

Federal customers using PeopleSoft Human Resources, Payroll for North America, HR Base Benefits and Payroll Interface products will need to read the Position Paper which will  identify the upcoming changes.  The Position Paper can be found on My Oracle Support, Document ID 1541096.1.
