Legislative Update for PeopleSoft HCM Global Payroll Brazil

After months of delays, the Brazilian government on July 2015, posted to the official eSocial web site a new version (2.1) of the eSocial file layout and a first version of the Manual Instructions. However, a new version is expected to be released soon.

Regarding to the timeline, companies with revenues of over $78 million reais in 2014, have until September 2016 to transition to the new system for all labor, social security and tax information and until January 2017 for information on workplace safety and worker health issues (SST).
For companies earning less than $78 million reais in 2014, the deadlines are January and July 2017, respectively.

Oracle is working closely with the government as part of the Confederation Work Group and as part of the Pilot Companies Working Group.  We are attending the official meetings and are in cooperation with the Government to reduce the inconsistencies and to improve the quality of the layout's information.

Legislative update for PeopleSoft HCM - Affordable Care Act

The "Patient Protection and Affordable Care Act" (PPACA) (P.L. 111-148) and the "Health Care and Education Reconciliation Act of 2010" (H.R. 4872) were signed into law March of 2010.  A major part of this law is the Employer Shared Responsibility provision that went into effect January 1, 2015.   We are continuously delivering enhancements around the Affordable Care Act.  We are getting ready to release additional functionality to support the IRS employer reporting requirements.  We have updated the PeopleSoft Position Statement to include additional information on what is being delivered, target dates for delivery, as well as links to our upcoming Advisor Webcasts to review the new functionality.  Please log on to My Oracle Support Document 1080659.1 to view the most recent PeopleSoft Position Statement on the Affordable Care Act.

Legislative Updates for PeopleSoft HCM Global Payroll Spain

The Government has published changes on IRPF for 2015 that can be applied from July/August 2015 which will mean a tax reduction for every employee. (RDL 9/2015 de medidas urgentes para reducir la carga tributaria soportada por los contribuyentes del Impuesto sobre la Renta de las Personas Físicas y otras medidas de carácter económico)

Oracle has delivered the changes to react to this legislative change to be applied either in July or August Payroll.

Legislative Update for PeopleSoft HCM Global Payroll China

Legislative Update for PeopleSoft HCM Global Payroll Australia

The Government (Commonwealth Superannuation Corporation) has now introduced a reform package known as the data and payment standard i.e., the XBRL data requirements that entities must use for members of the Commonwealth Superannuation Scheme (CSS) and Public Sector Superannuation (PSS) Schemes. Several data changes have been proposed which are different to the current Payroll Interface File (PIF) specifications. While most of the updates are automatically adopted by the report in PeopleSoft, “Penibilite” will have additional nodes and attributes added. Legislative Update for PeopleSoft HCM Global Payroll France

The French Government has announced changes to the information text displayed on the Work Certificate. Originally this information text was introduced in June 2014, and states the ruling on social security benefits provided to employees whose contract is terminated. Legislative Update for PeopleSoft HCM - Supreme Court ruling on same-sex marriages

Today, June 26, 2015, the U.S. Supreme Court ruled that states cannot ban same-sex marriages.  States must issue marriage licenses to same-sex couples and recognize same-sex unions that have been legally performed in other states.  Currently fourteen states do not recognize same-sex marriage; today’s court ruling means that same-sex marriage will become legal in all 50 states.  PeopleSoft will deliver the necessary Taxable Gross Definition table changes for the remaining thirteen states once the IRS has released its final ruling on this issue.

Legislative Update for PeopleSoft HCM Global Payroll Argentina

Tax Benefit in relation to the remuneration received on January 1st 2015. The benefit will be determined based on the highest monthly remuneration paid in January 2015, this will have effect only for those employees whose monthly or gross are greater than the sum of fifteen thousand pesos ($ 15,000 ) and don’t exceed the sum of twenty-five thousand pesos ($ 25,000).
