Legislative Update for PeopleSoft HCM Global Payroll Spain

Oracle has delivered 2nd and 3rd deliveries of Tax Update for 2016 responding to the following legislative updates:
  • Changes on XML reporting for Tripartite Foundation effective for 2016 (2nd delivery of 2016 Tax update)
  • Reaction to RED bulletin 2015/09: Changes on the FDI reporting to Social Security corresponding to the new procedure of communicating temporally disability through RED system and ability to report Company Certificate for Maternity and Paternity leaves. (3rd delivery of 2016 Tax update)
Additionally Oracle has published changes related:
  • Tax Deduction Report (Certificado de retenciones e Ingresos a cuenta) to adapt it to the new requirements for 2015 reporting established in Orden HAP2429/2015
  • Cret@ reporting (Sistema de Liquidación Directa) that may benefit all the customers.

Legislative Update for PeopleSoft HCM Global Payroll Singapore

Ministry of Manpower (MOM) in Singapore announced that employers have to provide itemised payslips to all their employees covered under the Employment Act (EA). One of the items that require changes in the PeopleSoft delivered Payslip is related to the Overtime payments which should display the overtime hours worked and the period of overtime for each payment.

Additionally there are revisions to contribution rates for Mosque Building and Mendaki Fund (MBMF) released by MUIS, the administering body for MBMF.

Legislative Update for PeopleSoft HCM Global Payroll France

The Finance Minister has presented the budget for Financial Year 2016-17 on 29th of February 2016. There are amendments with respect to surcharge, tax rebate & deductions from total income. Single Touch Payroll

As part of digital transformation agenda, The Minister for Small Business and Assistant Treasurer announced business reporting of tax and superannuation to simplify with the implementation of STP. Single Touch Payroll is a big initiative emphasizing the Government's commitment to reduce red tape and provides fairer and transparent environment for businesses. STP's initiative requires businesses to report information in the prescribed format to Australian Taxation Office. The information are reported concurrently (real time) along with other payroll functions like making payments to employees, payslip creation etc. Our position statement is updated with the area of STP considerations, it's transition plan & enforcement of Law. Legislative Update for PeopleSoft HCM Global Payroll Spain

Starting January 2016,  Tax and Social Security legal changes have been published affecting Global Payroll Spain:

1) New Social Security upper ceiling,  maximum and minimum bases amounts and contribution rates for training contracts.
2) Statutory rates for 2016 like SMI have been modified.
3) Changes apply to the taxes calculation (IRPF and IRNR)
4) New Layout of Model 111 to be used for 2016 tax reporting

Statutory Changes effective 1st of April 2016

The Inland Revenue Department of NewZealand has released the legislative changes during the week of January 22nd 2016. There are few amendments which have impact on PAYE calculations. Legislative Update for PeopleSoft HCM Global Payroll Malaysia

On January 28th 2016, the Malaysian government released the “2016 Budget recalibration” document. As part of the relief measures announced, the EPF employee contribution rate has been decreased by 3% and the eligibility for mandatory SOCSO contribution has been increased effective March 2016.  Our Position Statement has been revised to include these legislative updates and the patch availability. The French Government as part of its annual legislative updates has further announced multiple updates that also includes changes in Ceiling and Social Security Rates. Legislative Update for PeopleSoft HCM - Affordable Care Act

The Affordable Care Act is a huge initiative. One big piece of the legislation that has been evolving is Employer Shared Responsibility.  We are pleased to announce that we have delivered functionality to create the XML Manifest file which is required for the IRS for reporting.  This functionality is now available for our release 9.2 customers (with release 9.1 soon to follow).  Please visit My Oracle Support and look for Patchset number 22322092 to obtain the new functionality for release 9.2.

Child Support PEA Amount for 2016

The Australian Government Department of Human Services has set a minimum amount that must remain in a person’s wage after tax and child support has been deducted. This amount is termed as Protected Earnings Amount (PEA). The PEA is reviewed each year and adjusted on 1 January to allow for increases in the cost of living. For the year 2016, the PEA from 1 January is set to $354.45. This is the amount that must be set aside for your employee/contractor after tax and Child Support is deducted.
