Legislative Update for Peoplesoft Global Payroll Spain

Starting January 2014,  Tax and Social Security legal changes have been published affecting the PeopleSoft Global Payroll Spain

1) Tax rates for historical territories Alava, Guipuzcoa and Vizcaya have changed.
2) Social Security upper ceiling and maximum bases amounts have been updated.
3) Changes have been done to react to  RED Bulletin 2013/10 on Social Security calculation and reporting.


Additionally we have delivered an update for PeopleSoft Global Payroll 9.0 to include banking file following the norm CSB34_14. This will allow Spanish customer to extend by two years the transition period to adapt their payments to SEPA requirements.
The Position Statement has been revised to include more details about these legislative updates, the patch availability and pre-requisites.

European Commission Extends SEPA Deadline by 6 months

On January 9th, 2014 the European Commission announced it extended the deadline to adopt SEPA format by six months. The proposal does not change the formal February 1st, 2014 deadline for migration but payments with legacy formats could continue to be accepted until August 1st, 2014.  This extension intends to minimize any possible risk of disruption to payments for consumers and businesses.
PeopleSoft Global Payroll customers in the Euro Zone now have more time to migrate their payroll payments to the SEPA format. However, they shall make sure their bank is willing to accept non SEPA payment files until August 1st, 2014.

Statutory Changes effective 1st of April 2014

The Inland Revenue Department of NewZealand has released the legislative changes the 1st week of January. These amendments will take effect April 1, 2014. Legislative Update for PeopleSoft Global Payroll Mexico

The Mexican Government has decided to change the article numbers used to calculate and deduct Federal Taxes. Global Payroll for Mexico will provide ability to track these changes by creating 4 new deductions.

Autumn Statement Changes for 2014-15

On 5th of December 2013, The Chancellor of the Exchequer delivered his Autumn Statement.  Following the announcement, updated rates and thresholds were released affecting certain calculations with respect to National Insurance, PAYE and Statutory Payments. In addition, new thresholds have been announced for student loan calculation and earning thresholds for automatic enrolment into a pension scheme. The changes are effective 6th of April 2014.

Legislative Update for PeopleSoft HCM Global Payroll Australia


Changes to Child Support Protected Earnings Amount (PEA)

The Australian Government Department of Human Services has set a minimum amount that must remain in a person’s wage after tax and child support has been deducted. This amount is termed as Protected Earnings Amount (PEA). The PEA is reviewed each year and adjusted on 1 January to allow for increases in the cost of living. For the year 2014, the PEA from 1 January is set to $339.23. This is the amount that must be set aside for your employee/contractor after tax and Child Support is deducted. Legislative Update for PeopleSoft HCM Global Payroll Mexico

SAT  (Servicios de Adminsitracion Tributaria – Tax Administration Services) has announced two major Tax Changes that will impact Global Payroll Mexico, these changes will be effective as of January 2014, Global Payroll Mexico is targeting them to early January 2014 for releases 8.9, 9.0, 9.1 and 9.2.

As a consequence of the electronic revolution initiated by the SAT in 2004, the entity has announced that it’s mandatory for all Employers to provide electronic Employee’s Payslips in XML format, starting on January 2014. The electronic Payslip will also be used in case of labor disputes and plans to replace current Form 37 and DIM reports.

The second Tax change refers to the new name (article number) used to calculate Income Taxes, the calculation remains the same as previous articles with the exception of the wage ranges and the Tax Percentage used for this calculation. This change has impact on Regular, Special compensations and Annual Adjustments Payrolls.

PeopleSoft HCM - HR and Global Payroll for Brazil - eSocial

New Estimated Effective Date for eSocial - In recent email communication from Receita Federal do Brasil, Oracle has learned that the new estimated effective date for eSocial is no sooner than July 2014, with the initial load being accepted prior to the July date in May/June 2014. The government is still reviewing and has not yet published new dates. It is possible the date might be later than July 2014.  Until the government publishes the new date there may be documentation that continues to reflect the previously published January 2014 date.

Legislative Updates for PeopleSoft Global Payroll for Argentina


Article 23 of the profit tax bill, 1997 text and its modifications, sets the deductions amounts from non-taxable earnings, special deduction and family charges, eligible to the determination of the fee for employees

It is the permanent policy of the National Executive to implement measures that are condusive to empower purchasing strength to workers and their families, with this, the consolidation of the demand of the national and domestic market.

It is considered desirable to increase the deduction amounts of Article 23 of the Income Tax Law, text of 1997, both for those taxpayers that are in dependency ratio as liabilities to the workers, in order to avoid the tax burden neutralizing the benefits derived from the economic policy, wages and pension assumed.

Legislative Update for PeopleSoft Global Payroll India

Revised data structure for e-TDS and e-TCS returns effective Q2,FY13-14.

NSDL has announced the data structure of quarterly e-TDS / TCS statements version 4.6 for Quarters Q1-Q3 and version 4.8 for Q4. The changes are applicable for Financial Year 2013 - 14 and is effective Q2, which is due for submission 15th Oct 2013. Our Position Statement has been revised to include these legislative updates. Payment Summary Changes for 2013 - 2014

The Australian Government recently released changes to the Electronic Payment Summary Specifications. The changes largely focused on restructuring sentences, changing words and certain terms for better understanding and keeping the intent/information unchanged. Apart from such aesthetic changes we also observed changes that clearly specify the reason for Employment Termination Payment and these changes were delivered by Oracle in the previous financial year. Our position statement has been revised to include these updates.

Workplace Gender Equality (WGE) Act

The Workplace Gender Equality Agency (an Australian Government statutory agency) has announced achieving gender equality is important for workplaces not only because it is ‘fair’ and ‘the right thing to do’, it is also vitally important to the bottom line of a business and to the productivity of Australia. Employers are required to lodge a report comprising a workplace profile in the same format as under the Equal Opportunity for Women in the Workplace Act 1999 (EOWW Act), with no salary data required. This Agency works with employers to help them comply with the new reporting requirements under the Workplace Gender Equality Act 2012. PeopleSoft HCM RTI Legislative Update for Global Payroll United Kingdom

The HMRC announced changes to some of the requirements for submissions from April 2013 and published new versions of certain MIGs. These updates have been integrated into the PeopleSoft application as part of RTI 13-14 MIG Specifications for various file generation like EAS, FPS, EPS and NVREQ. All PeopleSoft Global Payroll United Kingdom customers will be required to comply with the legislative changes and complete migration to Real Time Information by October 2013 as stipulated by the HMRC. PeopleSoft Global Payroll United Kingdom provides these legislative changes to allow customers to start the migration process and for those customers chosen, take part in the pilot phase of the HMRC project.
 
Real Time Information will replace the EOY (End of Year) and In-Year Filing processes that currently exist and all employers in the United Kingdom will be legally bound / compliant by the date specified, October 2013.

PeopleSoft Global Payroll for United Kingdom products have been adding functionality along the way to support the requirements for Real Time Information known as RTI. A whitepaper outlining the changes that have been introduced by HMRC for the tax year 2013-14 (including the earlier Year Updates for 2012–13) is now available on My Oracle Support, Document ID 1586706.1. This document provides valuable information for UK based employers (including UK subsidiaries of overseas organizations) who plan to implement RTI in PeopleSoft Global Payroll United Kingdom to comply with HMRC regulations. Legislative Update for PeopleSoft Global Payroll Singapore

The PAT - IRAS file specification has been updated to incorporate the latest Inland Revenue Authority of Singapore policy changes. Only version 9.0 will be accepted for IRAS submission via PAT system for year of assessment 2014. Customers shall have to comply with this change.
