DSN (Déclaration Sociale Nominative)

Following the DSN position statement that Oracle published on September 18th, Oracle released a solution document to help customers using the DSN solution that we will deliver soon. The DSN solution document is posted under Document ID 1939748.1 on My Oracle Support.

Budget 2015

The Malaysian government has announced the budget for assessment year 2015 on the 10th of October 2014. There are amendments to personal tax rates and tax reliefs. While we work on the changes please note that the changes announced via The Supply Bill are yet to be gazetted. Changes to the calculation of the ETP whole-of-income cap

ATO has notified the changes to the calculation of ETP whole of income cap when the payments are comprised of excluded and non-excluded payments while tax owing (and/or ETP tax offset) on the non-excluded payment. Legislative Update for PeopleSoft HCM on the Affordable Care Act

The "Patient Protection and Affordable Care Act" (PPACA) (P.L. 111-148) and the "Health Care and Education Reconciliation Act of 2010" (H.R. 4872) were signed into law March of 2010. This legislation continues to evolve with new or revised requirements. The Oracle PeopleSoft team continues to monitor this legislation and the impacts it has on the PeopleSoft Benefits and Payroll for North America products. PHFSI amendments

There were changes related to Public Housing Fund and Social Insurance for Beijing, Shenzhen, Tianjin and Shanghai regions. The notified changes were published in 2014.

Legislative Update for PeopleSoft HCM Global Payroll France

DSN (Déclaration Sociale Nominative)

The French government has announced a new standard called DSN (Déclaration Sociale Nominative) in order to simplify social reporting. This new reporting norm changes the way data is communicated by employers to various government bodies. DSN will be a single report containing all social information and will gradually replace all other social reports making it conducive for employers. Reporting in this format will be made mandatory for employers from January 2016. This norm was initially formulated on 22nd of March 2012 and a technical book covering the scope of DSN was released. The technical book has undergone changes since then, and latest version was released on 31st of July 2014. Oracle PeopleSoft’s position on this legislative requirement is now available on My Oracle Support, Document ID 1926690.1.

Le gouvernement français a annoncé un nouveau standard appelé DSN (Déclaration Sociale Nominative) afin de simplifier les déclarations sociales. Cette nouvelle norme change la façon dont les données sont communiquées par les employeurs à divers organismes gouvernementaux. La DSN sera une déclaration unique contenant toutes les informations sociales et remplacera progressivement tous les autres déclarations sociales au bénéfice des employeurs. La DSN sera obligatoire pour les employeurs en janvier 2016 au plus tard, en mai 2015 pour certains. PAT - IRAS File Specification Changes for YA 2015

Post IRAS policy changes, PAT - IRAS file specification is updated to version 10.0. The interface file changes are made in order to incorporate the amendments in the IRAS Year End tax forms for the fiscal year ending 31st December 2014. Employer submissions for fiscal year ending December 2014 should conform to the IRAS File Specification Release 10.0.

Revision to Ethnic Contribution Rates

The Ethnic contribution rates of three community deductions namely CDAC (Chinese Development Assistance Council), SINDA (Singapore Indian Development Association) and ECF (Eurasian Association) will be increased effective 1st January 2015.

Legislative Update for PeopleSoft HCM Global Payroll India

Amendments to Employee Provident Fund Contributions

The Central government of India has announced changes to the Employees Provident Fund & Miscellaneous Act, 1952 & Employee Pension Scheme, 1995 by notification in the official Gazette. Amendments have been made to the statutory wage ceiling for PF & Pension contribution by the employee & employer effective 1st September 2014.

EPFO (Employee Provident Fund Organization) has also introduced UAN (Universal Account Number) to reduce/ or eliminate the dependency on the employer and improve the quality of services to the members. UAN will be allotted to all active contributing members. UAN will act as an umbrella for multiple member id’s allotted to the same individual.  Our revised position statement includes these legislative updates and the respective delivery timelines. Legislative update for PeopleSoft Benefits - Affordable Care Act and Flexible Spending Accounts

PeopleSoft Benefits is pleased to announce we have recently delivered some new functionality to assist with your legislative needs. Real Time Information for Fiscal Year 2015 - 2016

HMRC have announced changes to the requirements for submissions from April 2015 and have published new versions of the MIG files.  These requirements will be incorporated into the PeopleSoft application as part of RTI 15-16 Update for the generation of the FPS and EPS files. The update will include changes to the Earlier Year Update (EYU) for 2014-15 as well.


Shared Parental Leave and Pay

The Shared Parental Leave Regulations 2014 shall come into force on 1st October 2014. The regulations would ensure working parents have more flexibility in how they arrange their time off and their work in a way that makes sense for their family in the year after the birth or adoption of a child. The new system’s aim is to create a framework that better supports modern working families. This allows working parents to balance the responsibility of caring for their child without having a negative impact on their career.

Legislative Update for PeopleSoft HCM Global Payroll Brazil

CAGED – New Rules

The Ministry of Labor and Employment published, on May 29, 2014 the ordinance 768/2014 modifying the rules for submitting CAGED, and making them effective 60 days after its publication. According to that ordinance, companies must report hiring employees in the enjoyment of the Unemployment Insurance benefit on the beginning of their activities, and subsequent movements, until the seventh day of the subsequent month.

Its effective date got changed 3 times, through the ordinance 1129/2014, and the last official publication (August 5, 2014), besides definitions and clarifications for several questions raised, also changed its effective date to October 1, 2014.

CAGED - Novas Regras

O Ministério do Trabalho e Emprego publicou, em 29/05/2014, a Portaria MTE 768/2014 alterando as regras de envio do CAGED e tornando-as efetivas 60 dias após sua publicação. De acordo com a referida portaria,  as empresas deverão  informar as admissões de empregados em gozo do benefício de Seguro Desemprego no dia de inicio de suas atividades, e permanecendo as demais movimentações, até o dia 07 do mês subsequente.

A data de vigencia foi alterada 3 vezes, através da Portaria 1,129/2014, e a última publicação oficial (05/08/2014), além de trazer definições e esclarecimentos para várias questões levantadas, também alterou  a data de obrigatoriedade para 01/10/2014.
