Mandatory Provident Fund Amendments

Due to increase in daily maximum level of relevant income from $830 to $1000 effective 1st of June 2014, the IRD has released a new contribution scale for casual employees under Industry Scheme. Changes to IR56 Forms

The Inland Revenue Department (IRD) has updated the print out specifications of Notification forms i.e., IR56 E, IR56 F, IR56 G and IR56 M. The new specifications released by the IRD have impact on the format and the presentation of data. Superannuation data and e-commerce standards

The new SuperStream and e-commerce standard which is due to go live from July this year for medium and large employers has seen a newer release of its Standard. The ATO released its version 1.2 with minimal changes in December 2013 and further was expected to release its final version by February 2014, which is still awaited. Oracle had initially published its position on this legislative feature in July 2013 and update to this is now available on My Oracle Support, Document ID 1632138.1.

Legislative Update for PeopleSoft HCM Global Payroll United Kingdom

An update on Direct Earnings Attachment

The Welfare Reform Act 2012, which became law in March 2012, allows Department for Works and Pensions Debt Management to ask the employer for making deductions directly from payee’s earnings. This is routed by asking employer to operate a Direct Earnings Attachment (DEA).These regulations are only in force in England, Scotland and Wales hereby excluding Northern Ireland.  DEA has its own regulations which follow some of the workings of a Deduction from Earnings Order (DEO) and some workings of an Attachment of Earnings Order (AEO), particularly a Council Tax Attachment of Earnings Order (CTAEO). DEA does not replace other orders and in some circumstances employers may receive requests to implement deductions for multiple orders for the same employee. The legislation covering DEAs, part of the Social Security (Overpayment and Recovery) Regulations 2013 came into force on 8th April 2013.

DWP has released necessary specification for an automated payroll solution which will be introduced effective April 2014. In order to ensure compliance with this legislative initiative Oracle has updated the position statement that is made available on My Oracle Support, Document ID 1631637.1.

IR56B report in XML Format

The Inland Revenue Department (IRD) has released the updated XML requirement specifications of software developed by employers for submission of annual Employer’s Return of Remuneration and Pensions (IR56B) in computerized format. The new specifications require the adoption of Unicode Standard for input of Chinese characters and submission of data files in XML format. This would apply to all applications lodged by employers on or after 1 March 2014. PeopleSoft Human Resources and Recruiting Solutions Position Statement: OFCCP 2014 Regulations

The Office of Federal Contract Compliance Programs (OFCCP) amended two regulations concerning disability and veteran hiring practices, which both go into effect March 24, 2014.  After reviewing both regulations, our Position Statement provides our findings and view points on how our customers could leverage the PeopleSoft system to potentially support your compliance needs.  


Please note, Oracle will continue to evaluate the PeopleSoft Human Resources and Recruiting Solutions system for additional enhancements to aid our customers’ compliance needs that go beyond the issues discussed in this document. We will draw upon the input received from the PeopleSoft Customers Focus Group as a key source of information on system enhancements.

Legislative Update for PeopleSoft HCM - HR and Global Payroll for Brazil - eSocial News

Oracle PeopleSoft HCM –eSocial News

In the last 40 days the group of pilot companies for eSocial - Oracle belongs to this group - received 5 different versions of the eSocial layout, with the latest version 1.2-Beta 2 received on 24-Feb-2014 .
Also last week was performed the first pre-homologation of basic tables layouts, on top of the 27-Dec-2013 version, which resulted in further adjustments still not covered in version 1.2 Beta 2.
As a reminder, it is still pending a Interministerial publication, bringing together the Ministry of Finance, the Ministry of Social Security and the Ministry of Labor and Employment, confirming the schedule, the layout  and the detailed instructions for filling eSocial. So far, only CEF (Federal Bank – Unemployment Insurance Fund Bureau ) as a representative of FGTS published an approval to the layout in the Official Gazette. Confirmation or changes on the eSocial schedule, as well as the publication of a regulatory act is estimated for late March/2014, according to project coordinator on RFB (Brazilian IRS). Information about the delivery schedule will be announced thru My Oracle Support, Document ID 1526487.1.

Oracle PeopleSoft HCM – Noticias eSocial

Nos últimos 40 dias o grupo de empresas piloto do eSocial, do qual a Oracle faz parte, recebeu 5 diferentes versões do manual de instruções e seus leiautes sendo a última, versão 1.2 Beta 2 recebida em 24/02/2014.
Também nesta última semana, ocorreu a primeira pré-homologação de leiautes das tabelas básicas, com base na versão de 27/12/2013, que resultou em mais ajustes ainda não contemplados na versão 1.2 Beta 2.
Lembramos que ainda está pendente de publicação uma Portaria interministerial, reunindo o Ministério da Fazenda, o Ministério da Previdência Social e o Ministério do Trabalho e Emprego, confirmando o cronograma e o leiaute. Até o momento, apenas a Caixa Econômica Federal como representante do FGTS publicou a aprovação no Diário Oficial da União.
A confirmação ou alteração do cronograma eSocial, bem como a publicação em ato normativo é estimada para final de março/2014, de acordo com o coordenador do projeto na RFB. O novo cronograma de entregas será divulgado através do Document ID 1526487.1 disponível no MOS.

There were changes related to Public Housing Fund and Social Insurance for Beijing, Shenzhen, Tianjin and Shanghai regions. The notified changes were published in 2013 October, December, 2014 January and February.

Legislative Update for Peoplesoft Global Payroll Spain

Starting January 2014,  Tax and Social Security legal changes have been published affecting the PeopleSoft Global Payroll Spain

1) Tax rates for historical territories Alava, Guipuzcoa and Vizcaya have changed.
2) Social Security upper ceiling and maximum bases amounts have been updated.
3) Changes have been done to react to  RED Bulletin 2013/10 on Social Security calculation and reporting.


Additionally we have delivered an update for PeopleSoft Global Payroll 9.0 to include banking file following the norm CSB34_14. This will allow Spanish customer to extend by two years the transition period to adapt their payments to SEPA requirements.
The Position Statement has been revised to include more details about these legislative updates, the patch availability and pre-requisites.

PeopleSoft HCM update on Defense of Marriage Act (DOMA)

On June 26, 2013 the U.S. Supreme Court declared Section 3 of DOMA, which denied federal recognition of same-sex marriages, unconstitutional. However, this left in place Section 2, which allowed states to refuse to recognize same-sex marriages performed in other states. Then on August 29, 2013 IRS issued ruling IR-2013-72 which stated same-sex couples, legally married in a jurisdiction that recognizes their marriage will be treated as married for federal purposes. The ruling applies regardless of whether the couple lives in a jurisdiction that recognizes same-sex marriage or a jurisdiction that does not recognize same-sex marriage. PeopleSoft has already delivered some functionality related to this change. PeopleSoft Benefits and Payroll for North America plan on delivering additional functionality which will make your processing and compliance with this law even easier. We have revised the PeopleSoft Position Paper include any new information we have obtained since the last posting on My Oracle Support, Document ID 1586141.1 .  We encourage you to review the latest Statement to keep up to date.

European Commission Extends SEPA Deadline by 6 months

On January 9th, 2014 the European Commission announced it extended the deadline to adopt SEPA format by six months. The proposal does not change the formal February 1st, 2014 deadline for migration but payments with legacy formats could continue to be accepted until August 1st, 2014.  This extension intends to minimize any possible risk of disruption to payments for consumers and businesses.
PeopleSoft Global Payroll customers in the Euro Zone now have more time to migrate their payroll payments to the SEPA format. However, they shall make sure their bank is willing to accept non SEPA payment files until August 1st, 2014.
