PeopleSoft HCM RTI Legislative Update for Global Payroll United Kingdom

The HMRC announced changes to some of the requirements for submissions from April 2013 and published new versions of certain MIGs. These updates have been integrated into the PeopleSoft application as part of RTI 13-14 MIG Specifications for various file generation like EAS, FPS, EPS and NVREQ. All PeopleSoft Global Payroll United Kingdom customers will be required to comply with the legislative changes and complete migration to Real Time Information by October 2013 as stipulated by the HMRC. PeopleSoft Global Payroll United Kingdom provides these legislative changes to allow customers to start the migration process and for those customers chosen, take part in the pilot phase of the HMRC project.
 
Real Time Information will replace the EOY (End of Year) and In-Year Filing processes that currently exist and all employers in the United Kingdom will be legally bound / compliant by the date specified, October 2013.

PeopleSoft Global Payroll for United Kingdom products have been adding functionality along the way to support the requirements for Real Time Information known as RTI. A whitepaper outlining the changes that have been introduced by HMRC for the tax year 2013-14 (including the earlier Year Updates for 2012–13) is now available on My Oracle Support, Document ID 1586706.1. This document provides valuable information for UK based employers (including UK subsidiaries of overseas organizations) who plan to implement RTI in PeopleSoft Global Payroll United Kingdom to comply with HMRC regulations. Legislative Update for PeopleSoft Global Payroll Singapore

The PAT - IRAS file specification has been updated to incorporate the latest Inland Revenue Authority of Singapore policy changes. Only version 9.0 will be accepted for IRAS submission via PAT system for year of assessment 2014. Customers shall have to comply with this change. UPDATE 9/2013: Peoplesoft Benefits and Payroll for North America - How does the new Healthcare Legislation impact your PeopleSoft products?

The PeopleSoft Payroll for North America/Benefits products have been adding functionality along the way to support the requirements for HealthCare reform.  One big piece of legislation that is still evolving is Employer Shared Responsibility.  In July of this year the IRS announced that they were going to defer this requirement until 2015 to allow time for the IRS to find a better way to support the requirement. 

On September 5, 2013 the IRS released the proposed guidelines and invited stakeholders to submit comments on the proposed rules through early November 2013.  Once the IRS finalizes the rules, PeopleSoft can take a position on what should be done.  We have revised our Position Statement, specifically on Shared Responsibility on September 20, 2013 to include new information.  The revisions can be found on Page 17.  The updated Position Statement can be found on My Oracle Support, Document ID 1080659.1. 

PeopleSoft HCM Federal Defense of Marriage Act (DOMA)

The Federal Defense of Marriage Act (“DOMA”) was enacted September 21, 1996. US law did not recognize same-sex marriage granted under the laws of other states. This act defined "marriage" as a heterosexual union and had defined "spouse" as “a person of the opposite sex who is a husband or a wife." While the act was in place the Internal Revenue Code adopted the definition of "spouse" from DOMA and excluded same-sex spouses from some of the taxation benefits a heterosexual spouse. On June 26, 2013 the U.S. Supreme Court declared Section 3 of DOMA, which denied federal recognition of same-sex marriages, unconstitutional. However, this left in place Section 2, which allowed states to refuse to recognize same-sex marriages performed in other states.

On August 29, 2013 IRS issued ruling IR-2013-72 which stated same-sex couples, legally married in a jurisdiction that recognizes their marriage will be treated as married for federal purposes. The ruling applies regardless of whether the couple lives in a jurisdiction that recognizes same-sex marriage or a jurisdiction that does not recognize same-sex marriage. The PeopleSoft team is working hard to define the areas of impact to the Benefits, PeopleSoft Payroll for North America, and Payroll Interface Products. We will be delivering some changes as early as Tax Update 13-E as we continue to analyze the complete scope and impact to the PeopleSoft product lines. Legislative Update for PeopleSoft HCM Global Payroll Hong Kong

Mandatory Provident Fund Amendments

The Legislative Council has passed the amendment of the minimum relevant income level and the maximum relevant income levels.  The monthly minimum level of relevant income has been increased from $6,500 to $7,100 and the daily minimum level of relevant income has been increased from $250 to $280 (the new level applies to contribution periods commencing on or after 1 November 2013).  On the other hand, the monthly maximum level of relevant income has been increased from $25,000 to $30,000 and the daily maximum level of relevant income has been increased from $830 to $1,000 (the new level applies to contribution periods commencing on or after 1 June 2014). Legislative Updates for PeopleSoft HCM Global Payroll Malaysia

Effective August 1st, 2013 EPF Contribution applicable until 55 years of age is now being extended till 60 years of age and the rates remain unchanged i.e., 12 percent from employers; 11 percent from employees. Legislative Updates for PeopleSoft Global Payroll Australia

The Australian Government, aiming at efficiencies in reporting data across organizations within Australia, has carried out a comprehensive review that examined the current structure and operations of the superannuation industry as their pilot project. An attempt to streamline the way data is reported by multiple parties within the industry has lead to the rise of Data and Payment Standards (The Standard) that received royal assent on 28th June 2012. The industry will regulate The Standard to bring in efficient data exchange between Super Funds, RSA providers, Employers, Financial Institutions and the ATO. PeopleSoft - Preparing for your migration to SEPA

As SEPA format adoption is expected to become mandatory for all credit transfers in Euros from February 2014 onwards, Oracle is extending its PeopleSoft SEPA compliance solution delivered since 2011. Revised data structure for e-TDS and e-TCS returns effective July-2013

NSDL has announced the data structure of quarterly e-TDS / TCS statements version 4.4 for Quarters Q1-Q3 and version 4.6 for Q4. The changes are applicable for Financial Year 2013 - 14 onwards.
